VA BIRODEO HERZENAV AG EDLERVIK There has been a gradual yet persistent development in Haeseni society, both within the culture of our Kingdom but within the physicality and mentality of the people who reside within it. The average lifespan of the Haeseni has, in our history, been rather short, and as such our culture developed itself around that of an early adulthood, where men rose to become Lords at fourteen and raised swords for their country. Now, however, men live longer than they once did, and need not suffer the same as their forefathers. Those Lords, who rose to power at a young mind, often found their mind wrought with struggle and trauma, left to their own devices without necessity of a regent. With this comes a desire from the Lord Palatine and the Crown to embrace this cultural shift, and affirming it as such with legal affirmation. Therefore, the following amendments shall be made to the Haurul Caezk: Chapter II, Section II shall now read: II Let he who is under the age of sixteen be free from punishment.* Chapter III, Section XII shall now read: XII When a landed Lord is below the age of eighteen, a Regent, who shall be chosen by the late landed Lord or by consensus of the House, shall manage their affairs. Chapter IV, Section XVIII shall now read: XVIII All those above the age of eighteen may sign a contract, which must be either verbal or written, and must be upheld by the agreeing parties. Chapter IV, Section XIX shall be added and read read: XIX Those between the ages of eighteen and sixteen may sign a contract with the consent of their legal guardian. Chapter IV, Section XIX-XXI shall be shifted in numer in accordance with the above addition. *It was deemed necessary that extension of freedom from punishment due to age not be extended to the age of sixteen, as this would extend this protection beyond its reasonable intent. In addition to these legal changes, it is also the will of the Crown that all of its institutions, such as the Royal Duma, the Aulic Council and associated offices, et cetera, with the exception of the Brotherhood of St. Karl, amend their procedures and their associated rules in accordance with these changes where reasonable.
