The commotion of the Temesch Hall comes to an eerie quiet as the Chancellor takes to the seat of the Speaker, presiding over the meeting of that midday. Conrad de Falstaff’s voice booms over the hall.

Conrad de Falstaff: “Do we have a response?”

Dietrich Lothar Barclay: “It is in construction, but the land has been parceled and in ownership. This is public knowledge, and can be confirmed by both His Majesty the King, and the Chancellor.”

Conrad de Falstaff: “My Lady Viceroy has confirmed this, Baronet.”

Cesar Alejandro Peter Komnenos: “That's unacceptable.”

Dietrich Lothar Barclay: “Are you saying that I am illegitimate, ser?”

Mathilda von Alstreim: “He has rights to land- it is the same as being propertyowner.”

Dietrich Lothar Barclay: “That I am a liar?”

Cesar Alejandro Peter Komnenos: “Then every single person that owns a small plot of dirt and grass would have full rights.”

Mathilda von Alstreim: “The amount of people granted rights to lands are not many.”

Conrad de Falstaff: “He has been leased land by the government of the Crown.” 

Mathilda von Alstreim: “Yet- he is bestowed Rights to Land, and as such he is entitled to a seat.”

Dietrich Lothar Barclay: “It is my choice to whatever I please with my property, if I want it to be an empty place, then so it is. If I want to build a castle, ten so it is, Sir. As far as the government and this august assembly is concerned, I am a legal charter holder.”

Dietrich Lothar Barclay: “Our most august members of the assembly, noble burghers, and representatives. The first issue of this assembly will be in relation to the daily experience of the common orener in our glorious Kingdom.”

Dietrich Lothar Barclay: “As many of you know, our Kingdom is a bastion of virtue and morality, and through His Majesty, King Frederick's will, this ought to be maintained in perpetuity.”

Conrad de Falstaff: “Hear, hear!”

Dietrich Lothar Barclay: “Members of the assembly shall put forth their nominations, and then we shall discuss each character, and then take a vote.”

Leon Barclay: “I'd say Dietrich himself.”

Leon Barclay: “From a Barclay whose family knows no immorality or bastards, and a man who showed his good wits just minutes ago…” 

Dietrich Lothar Barclay: “A Vizier, as I have mentioned is a newly chartered governmental seat, which holds power over enforcing morality. When we speak of morality, we mean the boundaries set by the Church and the state as to what constitutes morality.”

Dietrich Lothar Barclay: “How do you enforce such morality, or maintain it?”

Dietrich Lothar Barclay: “The answer is, obviously, our King, in his wisdom has chartered the law of the land and enshrined it in the institutions of the state, and many immoral acts are also immoral in the eyes of his law.”

Maciej Jazloviecki: “My father used to maintain morality in Savoy….”

Dietrich Lothar Barclay: “The vizier simply oversees this legal process, but he furthermore takes in a more public approach. He advocates for morality, and campaigns for the citizens to uphold themselves in earnest fashion.”

Dietrich Lothar Barclay: “This proposal was motioned by the military man, Augustus Rozenfeld, after noticing the miscommunication of some regiments garrisoned in different towns, and it proposes the creation of a courier service, in which all the lands of the King's domain shall upkeep their own aviaries.”

I can recall an incident in which a courier was stiffed for payment and due to a lack of legal aid was made to hire mercenaries to extract his payment.”

Demitriyus: “As well as, if you allow the couriers to be funded by the state; you tie those companies to the state. Thereby preventing the possibility of international spies posing as couriers to intercept personal messages amongst the Orenian citizens.”

Leon Barclay: “Furthermore, is it really so bad for the government to provide more jobs for its people? The more opportunities there are for the people the better. And again, it would not wipe the treasury's coffers dry.”

Conrad de Falstaff: “If I may, perhaps we could have these companies register with the state, even if privately owned?”

Dr Rigatoni: “The kingdom need only keep a roster of licensed courier businesses; charge perhaps for the license. That's money coming into the state and friendly business.”

LEASING OF COURIER SERVICES

A directive voted by the General Assembly that all properly functioning and privately ran courier services within the Orenian country, be it through the use of an aviary or not, must be registered with the Office of the Prefecture and held accountable to the state. The Assembly renders that there will be no public or state-mandated courier service, rather, funding and liability will be given to private businesses to exercise freedom to create their own services, in order to promote healthy competition - effectively aiding the local economy.
