Conrad de Falstaff: “The Baronet raises a point! What is your opposition, ser?”

Cesar Alejandro Peter Komnenos: “From what I know there's no farm remotely near the chapel in Petra.”

Conrad de Falstaff: “Do we have a response?”

Dietrich Lothar Barclay: “It is in construction, but the land has been parceled and in ownership. This is public knowledge, and can be confirmed by both His Majesty the King, and the Chancellor.”

Conrad de Falstaff: “My Lady Viceroy has confirmed this, Baronet.”

Cesar Alejandro Peter Komnenos: “That's unacceptable.”

Dietrich Lothar Barclay: “Are you saying that I am illegitimate, ser?”

Mathilda von Alstreim: “He has rights to land- it is the same as being propertyowner.”

Dietrich Lothar Barclay: “That I am a liar?”

Cesar Alejandro Peter Komnenos: “Then every single person that owns a small plot of dirt and grass would have full rights.”

Mathilda von Alstreim: “The amount of people granted rights to lands are not many.”

Cesar Alejandro Peter Komnenos: “My point still stands.”

Cesar Alejandro Peter Komnenos: “There's nothing there but dirt.”

Demitriyus: “And yet remains irrelevant.”

Mathilda von Alstreim: “But it is stated in the Edict of Temesch that those granted rights to lands and those Propertyowners of Vienne are to be granted seat in this Assembly.”

Conrad de Falstaff: “He has been leased land by the government of the Crown.” 

Mathilda von Alstreim: “Yet- he is bestowed Rights to Land, and as such he is entitled to a seat.”

Dietrich Lothar Barclay: “It is my choice to whatever I please with my property, if I want it to be an empty place, then so it is. If I want to build a castle, ten so it is, Sir. As far as the government and this august assembly is concerned, I am a legal charter holder.”

Leon Barclay: “Hear hear.”

Mathilda von Alstreim: “Hear hear.”

Conrad de Falstaff: “The Assembly has spoken! You have been favored on this day, Dietrich.”

Conrad de Falstaff: “Let us proceed into business.”

Calliope Renata: “Good wits upon this Barclay, verily.”

Dietrich Lothar Barclay: “Right, let us get into the first order of business.”

Dietrich Lothar Barclay: “Our most august members of the assembly, noble burghers, and representatives. The first issue of this assembly will be in relation to the daily experience of the common orener in our glorious Kingdom.”

Dietrich Lothar Barclay: “As many of you know, our Kingdom is a bastion of virtue and morality, and through His Majesty, King Frederick's will, this ought to be maintained in perpetuity.”

Conrad de Falstaff: “Hear, hear!” 

Calliope Renata: “I love virtue and morality.”

Leon Barclay: “Hear hear” 

Dietrich Lothar Barclay: “Members of the assembly shall put forth their nominations, and then we shall discuss each character, and then take a vote.”

Dietrich Lothar Barclay: “We are hereby open for nominations.”

Cesar Alejandro Peter Komnenos: “Define what a Vizier is.”

Leon Barclay: “I'd say Dietrich himself.”

Leon Barclay: “From a Barclay whose family knows no immorality or bastards, and a man who showed his good wits just minutes ago…” 

Dietrich Lothar Barclay: “A Vizier, as I have mentioned is a newly chartered governmental seat, which holds power over enforcing morality. When we speak of morality, we mean the boundaries set by the Church and the state as to what constitutes morality.”

Dietrich Lothar Barclay: “How do you enforce such morality, or maintain it?”

Dietrich Lothar Barclay: “The answer is, obviously, our King, in his wisdom has chartered the law of the land and enshrined it in the institutions of the state, and many immoral acts are also immoral in the eyes of his law.”

Maciej Jazloviecki: “My father used to maintain morality in Savoy….”

Dietrich Lothar Barclay: “The vizier simply oversees this legal process, but he furthermore takes in a more public approach. He advocates for morality, and campaigns for the citizens to uphold themselves in earnest fashion.”

Calliope Renata: “Verily, I maintain that such requirements must be stringent.”

Dietrich Lothar Barclay: “Sir Conrad Falstaff has nominated Mister Ben Jones.”

Leon Barclay: “Not very moral to sleep in the middle of the assembly”

Conrad de Falstaff: “It is chartered in the Edict of Temesch, lady.”

Demitriyus: “If these are the ideals of the Church, should the Lord Vizier not be a man of the cloth?”

Dietrich Lothar Barclay: “Who do you have in mind, as a man of cloth?”

Odessa: “That doesn't make sense.”

Dietrich Lothar Barclay: “As many of you know, what makes his Majesty exert his righteous control over all his domains comes down to efficient systems of communication and the commerce of information.”

Dietrich Lothar Barclay: “This proposal was motioned by the military man, Augustus Rozenfeld, after noticing the miscommunication of some regiments garrisoned in different towns, and it proposes the creation of a courier service, in which all the lands of the King's domain shall upkeep their own aviaries.”

Dietrich Lothar Barclay: “Any questions on the implementation?”

Dietrich Lothar Barclay: “Aye, Sir Cesar.”

Cesar Alejandro Peter Komnenos: “Well frankly we as a nation shouldn't sponsor or pay for this.”

Cesar Alejandro Peter Komnenos: “If this man deems it needed what stops him from operating his own company?”

Dietrich Lothar Barclay: “So you are concerned with the finances?”

Cesar Alejandro Peter Komnenos: “Its a waste of national resources and funding.”

Dietrich Lothar Barclay: “Couriers are a waste of funding?”

Dietrich Lothar Barclay: “Are you saying that the King, when he needs to summon one of his vassals into the palace needs to walk there himself?”

Dietrich Lothar Barclay: “Do you not see the necessity of a courier service?”

Demitriyus: “Couriers are the most essential part of any well functioning capital!”

Cesar Alejandro Peter Komnenos: “State funded are, as I said if he deems such a service is in such a hard demand, clearly nothing stops him from offering it.”

Leon Barclay: “Aren't most couriers underpaid anyway?”

Leon Barclay: “It's not like they'll cost much.”

Leon Barclay: “I'll do it for free every now and then if needed. Traveling isn't all that bad” 

Dietrich Lothar Barclay: “I am surprised by your filibusterig..Sir…couriers, not essential for national upkeep…anyway.”

Cesar Alejandro Peter Komnenos: “I'm just saying this is a waste for the state to fund and run, when he might aswell operate his own service.”

Dietrich Lothar Barclay: “Who?”

Dietrich Lothar Barclay: “He just saw some inefficiencies in the state's communications.”

Dietrich Lothar Barclay: “It's not like he personally needs a courier.”

I believe that the implementation of aviaries would be a greivous misstep when instead funding could instead be allocated to the legal protection and support of privately run companies, creating competition in hopes of greater developments. Take for instance the Eastfleet Postal Service.”

Cesar Alejandro Peter Komnenos: “I'm made myself pretty clear if he saw there's a need clearly nothing stops him from operating such a service.”

Cesar Alejandro Peter Komnenos: “Why should the kingdom fund, and operate it, I have not seen issues with state mail going in or out.”

Dietrich Lothar Barclay: “Do you believe so? What if the availability of such free companies is lacking?”

Dietrich Lothar Barclay: “We may vote on this, assuming that there are many men up to create a company after the vote, but what if there are none willing to contract themselves for such work?”

Demitriyus: “In many ways, it is like the Kingdom funds your rambling by opening this sort of forum; sometimes the Kingdom must fund smaller things.” 

Dr Rigatoni: “Because there is no legal precedent for the protection of couriers, package-runners must fend for themselves, failure to pay for services rendered subjects no punishment. I can recall an incident in which a courier was stiffed for payment and due to a lack of legal aid was made to hire mercenaries to extract his payment.”

Gorkus 'Jude' Kalrûk: “Courier woul' be faster an' less dangerouz dan dese birds dat every'un can shoot down.”

Dr Rigatoni: “It makes being a courier an unattractive avenue.”

Dr Rigatoni: “I believe that you would see competitive business practices- birds are fragile, easily interceptable, and this would enable advancements.”

Dr Rigatoni: “It would create work for the citizens of this kingdom, armed men to defend package runners, encoders for classified documentation, horse breeders to sell ponies for swiffer transport.”

Demitriyus: “As well as, if you allow the couriers to be funded by the state; you tie those companies to the state. Thereby preventing the possibility of international spies posing as couriers to intercept personal messages amongst the Orenian citizens.”

Leon Barclay: “Furthermore, is it really so bad for the government to provide more jobs for its people? The more opportunities there are for the people the better. And again, it would not wipe the treasury's coffers dry.”

Conrad de Falstaff: “If I may, perhaps we could have these companies register with the state, even if privately owned?”

Dr Rigatoni: “The kingdom need only keep a roster of licensed courier businesses; charge perhaps for the license. That's money coming into the state and friendly business.”

Dietrich Lothar Barclay: “Interesting. Seconded, the Chancellor.”

Father Goderyc: “How can we trust private companies with possible military letters.”

Demitriyus: “A registry and liscence ran through the state, amazing.”

Otton Jazloviecki: “Reputation, Father.”

Demitriyus: “The state military would hire their own couriers as well.”

Conrad de Falstaff: “It will be at their own discretion.”

Dr Rigatoni: “Indeed, that and encoded documents.”

Dietrich Lothar Barclay: “I motion for a vote.”

Leon Barclay: “A motion to vote sounds good at this point, ja.”

Conrad de Falstaff: “Those in favor?”

Dietrich Lothar Barclay: “Aye.”

Father Goderyc: “We must build a proper weapon to fight back against the Dragon that flies overhead almost every Saints Week.”

Father Goderyc: “I even wrote a letter to the King about it.”

Conrad de Falstaff: “A matter, for such substantive debate, will be relayed to our next sitting. That is, just my discretion.”

Father Goderyc: “Very well.”

Dr Rigatoni: “I may be of help.”

Conrad de Falstaff: “Baroness de Rosius, you may speak. But, let this debate unfold and conclude upon our next sitting.”

Hera de Rosius: “I would merely like to say that the Lex Arcana is more than delighted to provide any valiant man, woman, or mouse with enchanted weaponry in order to fight this ill-omen of a drake.”

Hera de Rosius: “That is all,” - “Thank you, Monsieur.”

Conrad de Falstaff: “The Assembly has heard the Baroness. The dragon will know our might!”

Conrad de Falstaff: “Lord Barclay, the Assembly would look favorably to tabling this debate for the next, and concluding this sitting.”

Dr Rigatoni: “If I may say one thing?”

Conrad de Falstaff: “Make it concise.”

Dr Rigatoni: “The dwarves utilized a grand engine known as 'Yemekar's absolution' for their purposes of combatting a dragon, I was one of the engineers responsible for the engine that ran that machine. I would be willing to pass on this method of engineering to the Orenian military engineers that they may design more effective siege machinery for this purpose.”

Conrad de Falstaff: “It seems we are in a plethora of military genius. Thank you, mouse.”

Dr Rigatoni: “Mhm.”

Conrad de Falstaff: “Let this be our last remark, as this sitting comes to a close. The transcript and votes will be published by our Lady Registrar.”

Conrad de Falstaff: “For Providence!” He declares, stepping down.

As established by the Edict of Temesch (1872), the Lord Vizier is the public officer of morality for the town of Vienne.

**Given the resignation of the former leader and the election of Dietrich Barclay to the Assembly Leader, the title of Lord Vizier has been defaulted to Father Goderyc @Gambit, holder of the second most votes.

 

 

LEASING OF COURIER SERVICES

A directive voted by the General Assembly that all properly functioning and privately ran courier services within the Orenian country, be it through the use of an aviary or not, must be registered with the Office of the Prefecture and held accountable to the state. The Assembly renders that there will be no public or state-mandated courier service, rather, funding and liability will be given to private businesses to exercise freedom to create their own services, in order to promote healthy competition - effectively aiding the local economy.
