Hefrumm, one of Urguans founding members and supporters of Dwarven unity, lacks the necessary measures to deal with the aftermath of a targeted martial attack or draconic fire. This bill aims to provide a safety net for all forest dwarves, if the worst were to come to their village. Article I - Location of Stay In the case of the destruction, foreign occupation or of rendering Hefrumm unlivable, the citizens of Hefrumm will be allowed to take shelter in available housing in Urguan. While residing in Urguan under the conditions stated above, Hefrummos will not be forced to pay tax.
