To help uplift the Laurir of Celia’nor, Her Highness Valyris Ibarellan and the Lady Seneschal of Fi’andria, Saphielle Aevaris have deemed it fit to formally establish a new system to hold the nobility to the distinguished standards which were set out in the beginnings of the principality. Thus, there will be both a disciplinary system and biweekly noble gathering to further attain what was set out by Ivarielle so many years ago.

N O B L E  M E E T I N GS

Headed by the Lady seneschal in her majesty’s place, the noble gatherings will entail any necessary and cultural strides this nation must take. Attendance is mandatory for each head of every noble Talonnii, with any absences noted by her Highness. The noble gatherings will consist of a range of topics decided upon by Her Highness, no voting will take place, and each person present at every gathering  must come to a decision for every topic that is discussed. Input is valued by every person in attendance, any petition, or suggestion that benefits the nation will meet the utmost support from Her Highness.
Noble Summons are typically headed by his/her Highness, but in the event that they are absent, the Silver Seneschal will serve as their proxy. It is imperative for all Talonniian to be aware of the importance of these meetings, and unexcused absences will be noted, and if continued with no representative in your place, can result in the stripping of your noble title. If the attendee finds themselves to leave early due to any particular reason, it is advised that they bring along a representative to take their place once they depart from the palace premises.

S T A N D A R D S  O F  N O B I L I T Y

Standards will be set out for the nobility to not only meet, but excel in. This will not only consist of duties, but also restrictions on privileges which the nobility receive. The responsibilities of each Talonnii is as follows:

Each Talonnii, and their respective leader, are to contribute to celian society in any way possible.
From taking political positions, to even having the most minute of careers, so long as it benefits the Celian populace.

Each Talonnii, and their respective leader, are to uphold the cultural standards Celia’nor stands for.
If a Talonnii is to involve themselves in affairs, or an altercations that brings shame to their respective title, they will be taken into question. If such behavior continues, they will undergo the disciplinary measures from the crown.

Each Talonnii, and their respective leader, are to aid Celia’nor, even in the most dire of situations.
If a Talonnii is found to be inactive in their duty of serving in war, or aiding their nation in war, they will be taken into question, and undergo the disciplinary measures put in place by the crown.

Each Talonnii, and their respective leader, are to stay loyal to the crown, and the people.
Any Talonnii that is to be found guilty of treason will immediately have their titles and privileges stripped from the crown, and depending on the severity, will result in the ordered execution of their houses leader

A Talonnii that is also found to be committing atrocities, or abuses on the common folk of Celia’nor will also meet a similar fate, having their titles rebuked, and those involved in said atrocities subject to punishment.

Talonnii’s that have the title of Evarir bestowed to their leader are to be given the responsibility of ensuring the prosperity and rights of their feif’s populace.
Talonnii’s that are found to be negligent of the responsibility in ensuring and upholding the safety, prosperity, health, and goodwill of their fiefdoms subjects are to be taken immediately into question, and have their titles rebuked, alongside the rebuking of their claim over their given charter, either for the crown, or whoever the crown deems fit to rule over the fiefdom.

Talonnii’s that are granted the privilege of holding their own entourage, are to oblige with mandated limitations on their militia.
Entourage’s held by a Talonnii are to all be enscripted into the celi’diraar, with their loyalty primarily falling to that of the Mordu’lar, and Crown. Any Talonnii that exceeds the limit granted to their title will be taken in question by the crown. Soldiers are tasked with the civil duty of overlooking their fiefdom, and specifically ensuring the safety, prosperity, health, and goodwill of the fiefdoms residents for those of Evarir Status.

Evarir Talonniian are to hold the Maximum of 8 soldiers.
Virar Talonniian are to only hold a maximum of 5 personal soldiers
Laurir Talonniian are to only hold a maximum of 2 personal soldiers.

N E G L I G E N C E  P R O C E E D I N G S

If a noble Talonnii is found to be negligent of their duties, they are to be taken into question. The exact measures in place will consist of a personal letter of notice from her highness or the Silver Seneschal, covering this grievance in their responsibilities. The letter will heed as a warning, and if negligence continues to be exhibited, will follow with a personal visitation, traditionally by the silver seneschal, or his/her highness.

Each visitation will serve as an evaluation in efforts to find a resolve to the household's situation. If a visitation comes to no resolution, the family’s title will officially be taken into question by the crown. Once taken into the question, the household leader will have their titles stripped, their endowed privileges taken away as well.
