Terms
 

Spoiler

State: Refers to Vortice and those that run it. These include the sovereign, any members of council, or stewards.
Citizen: Someone that lives within the state of Vortice. Simply owning property (i.e a shopfront) does not make one a citizen.

 


(1) Citizen and Visitor Laws and Rights

  1. Citizens of Vortice are defined as those who own or live within a residential property within the Realm, or have expressly been granted citizenship by a member of the Council. Meanwhile, visitors of Vortice are defined as those who do not own or live within a residential property within the Realm.
    1. Businesses do not count as residential properties unless somebody is living within them. The owner of a stall, for example, would not be automatically given citizenship rights.
  2. Any item of clothing that obscures the face should not be worn in Vortice unless it is approved by a member of the Vortice Militia, or a councilor of the Realm. Failure to comply with a Militia member’s or councilor’s request to remove a face covering will be met with the forceful removal of the face covering, or forced removal from the Realm.
    1. Members of the Vortice Militia have the right to question anyone who does not abide by this law, and determine whether they can keep the mask on or must take it off.
  3. Citizens and visitors of Vortice are legally allowed to carry sheathed weapons. Unsheathed weaponry is not permitted, unless for a specific purpose, such as defense of the Realm, self defense, or otherwise legally permitted and given permission from a council member, steward, or Militia member.
    1. It is illegal for visitors to wear heavy armor (mechanical pvp armor) within the Realm of Vortice unless there is a specific, permissible reason behind wearing the armor, such as Realm defense purposes.
      1. Failure to remove armor will result in the armor being confiscated and may result in forcible removal from the Realm.
  4. Citizens and visitors are held to the same general expectations, and will be required to uphold and follow the laws listed in this book. Should a citizen or visitor abuse their rights whilst within the Realm, they will be punished according to the crime committed.

 


(2) Freedoms of Vortice

  1. Citizens of Vortice have a right to freedom of speech.
    1. This right is revoked should the freedom be abused for the sole purpose of inciting havoc, such as shouting ‘fire’ in a crowded building when there is no fire present.
    2. This right is revoked should the freedom be abused for the purpose of racism of any kind against any descendant.
    3. This right is revoked in the event of verbal harassment of a citizen or council member of Vortice.
    4. Should somebody physically retaliate for something such as verbal harassment, both sides will be investigated and a decision will be made by the militia, or by extent, the council, on whether or not the retaliation was justified
      1. Should the retaliation be declared unjust, punishment will be given to the one who retaliated based on the punishment in the respective clause of the lawbook. For example, should somebody be yelled at in the street and see it as a cause to stab the one who was yelling, this may be declared unjust and the one who retaliated would be punished in accordance with the laws of assault or attempted murder.
  2. Citizens of Vortice are not allowed to falsely and knowingly defame a person.
    1. Should a person falsely and knowingly defame another citizen of Vortice, they are liable to a fine of around 25 Mina, or forced removal or banishment from the Realm depending on the damage that was caused through said defamation.
  3. Citizens of Vortice have a right to religious and cultural freedom.
    1. This right is only revoked if any other laws of Vortice must be broken to achieve worship or culture, and will result in proper punishment as designated in other clauses of the lawbook.
    2. Any attempt to forcibly convert a citizen of the Realm to a religion or culture is illegal, and will be met with a fine of 100 Mina alongside forced removal from the Realm. Repeat offenses may result in complete banishment.
    3. Any attempt at proselytizing will be met with forced removal from the Realm.

 


(3) Property Laws

  1. Citizens of Vortice have a right to owning property within the Realm, whether it be a personal residence or business. This home cannot be seized by the government without prior warning or reasoning.
    1. Proper reasoning would include inactivity within the Realm, banishment from the Realm, tax evasion, or failure to comply with any other laws as listed within the law book.
  2. If there is suspicion of illegal activity within your residence, officers of the Vortice Militia or enlisted members (with express permission from an officer) have a right to search your property and seize any illegal items, or halt any illegal operations.
    1. Failure to comply with a militia officer’s request to search the property will result in forced entry, and the property owner and other occupants will be apprehended until the search has been completed.
  3. A person may not take up illegal residence within a property in Vortice. If discovered, the person would be subject to forced removal from the residence.
    1. The definition of illegal residence being that a person is living within a house that they do not own, or have permission from the legal owner to live within.
  4. Businesses in Vortice may enforce their own rules, given that they are not contradictory to Vortice general laws.
  5. Any construction projects within a residence or shopfront must be approved by the council beforehand. Failure to do so may result in eviction.
    1. The exteriors of homes are not allowed to be altered in any way. Failure to comply will result in immediate eviction.
    2. Interiors of homes can be altered as long as they conform to the original size of the home.
      1. If a resident dramatically alters the interior of their home (changing walls, layout, etc.) they must either fix it when they move out or pay the city a fine based on scale of alterations between 100 to 250 Mina.
    3. If a residential or public building is to be expanded, the expansion will be done by the State and afterwards the building will be re-appraised for its tax rate.
  6. If a person owes an outstanding debt to the Realm they are banned from purchasing any property whatsoever until the debt is paid.
    1. This restriction can be lifted if the debtor pursues a payment plan with the State. However, failure to meet payment dates will see the restriction reinstated and the property confiscated.

 

 


(4) Crime Laws

  1. Theft
    Thefts are defined as any personal effect stolen from a home, an item stolen from a shop, any animal, or any property stolen. Thefts are broken into three categories, being petty theft, major theft, and grand theft.
    1. Petty theft is the lowest severity, defined as theft valued under 50 Mina market value.
      1. Acts of petty theft will result in the returning stolen object(s) of value to the owner alongside a fine of 30 Mina, half of which goes to the State, and the other half going to the victim.
    2. Major theft would be higher in severity than petty theft, defined as theft valued between 50 Mina and 500 Mina market value.
      1. Acts of major theft will result in the returning of stolen object(s) of value to the owner alongside a fine of 60 Mina, half of which goes to the State, and half going to the victim, alongside the removal of one finger from the dominant hand, with the first act being the removal of the pinky, and each additional act resulting in each finger thereafter being removed.
    3. Grand theft is the highest level of severity, defined as theft valued above 500 Mina market value.
      1. Acts of grand theft will result in the returning of stolen object(s) of value to the owner alongside a fine of 100 Mina, half of which goes to the State, and half going to the victim, alongside the removal of the entire dominant hand.
  2. Bribery
    Bribing, or attempting to bribe a member of the Vortice Militia, a steward, or a council member is illegal within the Realm. This is punishable by imprisonment for two ashen hours, alongside a fine of 20 Mina.
    1. The official who was bribed will be punished accordingly by the council or the sovereign.
  3. Coercion
    Forcing a citizen within the Realm of Vortice to do anything against their will, through threats, magic, or otherwise is illegal, and will be met with a fine of 50 Mina which is split evenly between the State and the victim, alongside banishment from the Realm.
    1. Should the victim be coerced into breaking any laws within Vortice, the victim is exempt from punishment if sufficient proof is given.
  4. Extortion
    Extortion is defined as attempting to coerce a citizen of Vortice into payment through threats, withholding of property, or other means.
    1. Minor Extortion is considered attempting to coerce a citizen of Vortice into payment of 99 Mina (or goods of equal value) or less.
      1. This will be met with the return of any extorted goods or Mina, alongside a fine of half the Mina of the value of what they were trying to gain from the extortion that is split evenly between the victim and the State.
    2. Major Extortion is considered attempting to coerce a citizen of Vortice into payment of between 100 and 249 Mina (or goods of equal value).
      1. This will be met with the return of any extorted goods or Mina, alongside a fine of half the Mina of the value of what they were trying to gain from the extortion split evenly between the victim and the State alongside forced removal of the coercer from the Realm.
    3. Grand Extortion is considered attempting to coerce a citizen of Vortice into payment of 250 Mina (or goods of equal value) or more.
      1. This will be met with the the return of any extorted goods or Mina, alongside a fine of half the Mina of value of what they were trying to gain from the extortion that is split evenly between the victim and the State, alongside forced removal from the Realm.
  5. Assault
    Harming a citizen within the Realm of Vortice is illegal, and punishment includes imprisonment of the accused party alongside a fine of between 30 Mina and 600 Mina depending on the intensity of the attack, half of which is given to the State and the other half of which is given to the victim. Should the circumstances be extreme, the attacker may be subject to the amputation of a finger for each offense, banishment, or execution should the victim have nearly been killed.
    1. The intensity of the attack is determined by an officer of the Vortice Militia or Vortice council member based on their own observations and the injuries of the victim.
    2. The removal of one finger per act of assault will also be done, starting with the pinky and ending with the thumb on the non-dominant hand.
    3. Attempting to harm a citizen within the Realm of Vortice is illegal, and punishment includes a 50 Mina fine which is split between the State and the victim and forced removal from the Realm.
      1. The removal of one finger per act of assault will also be done, starting with the pinky and ending with the thumb on the non-dominant hand.
  6. Threats
    Threatening a citizen within the Realm of Vortice with bodily harm or other means is illegal, and punishment includes banishment from the Realm upon the request of the threatened party, and a fine of 50 Mina.
  7. Murder
    First Degree Murder is considered the premeditated killing of an innocent individual, and is punishable by imprisonment before execution of the accused party.
    1. Second Degree Murder, or manslaughter, is considered the unintentional killing of an innocent individual, and is punishable by a fine of 150 Mina before banishment from the Realm.
    2. Attempted Murder is considered a premeditated attempt to kill an innocent individual, and is punishable by execution of the accused party.
    3. If the murdered individual had attempted to commit a harmful crime against the killer, this will be counted as murdered in self-defense. The killer will be imprisoned until an officer of the Vortice Militia or a Vortice council member can review the situation.
  8. Kidnapping
    1. Kidnapping or Attempted Kidnapping of a citizen within the Realm of Vortice is illegal, and will be met with a fine of 100 Mina which is split evenly between the State and the victim, alongside banishment from the Realm.
    2. Kidnapping or Attempted Kidnapping of a council member of the Realm of Vortice will be met with execution.
  9. Fleeing and Fugitives
    It is illegal to attempt to circumvent the Vortice legal system through fleeing from a crime or other means. Any person who does so will be considered a fugitive. When a fugitive is caught, their original crimes will carry double the weight once they are punished.
    1. Fugitives are exempt from any legal protections that the Realm of Vortice may provide citizens and visitors.
      1. Any crimes committed against a person who is a known fugitive will not be held against a citizen or visitor within the Realm.
      2. Should a fugitive be coerced into committing a crime that harms others in the Realm beside the fugitive themselves, the fugitive will not be at fault but the person who forced them into it, since this is viewed as directly harming a citizen of Vortice.
      3. If someone is found to be harboring a fugitive, they are subject to the original fine of the crime that the fugitive committed. If there is no associated fine, it is 100 Mina and the harborer may face banishment.
  10. Treason
    Treason is defined as plotting against the rulership of Vortice, or sharing sensitive and secretive information with  enemies of the State. This will be with a trial for the accused party.
    1. If attempting to evade said trial, the accused party will immediately be seen as guilty, and will be killed on sight.
    2. If an attempt to assassinate a council member or the Sovereign is made, the culprit will be caught and executed.
      1. If the culprit is unable to be caught, they will be considered guilty and will be killed on sight.
  11. Tax Evasion
    Each time resident taxes aren’t paid each ashen week, a fine of 25 Mina’s will be given.
    1. After two ashen weeks, an eviction notice will be given, and if the fine is unpaid it will be raised to 50 Mina, along with the amount of Mina’s they owe for their missed weeks of tax paying.
      1. The homeowner may alert the council that their taxes will not be paid, in which the Council will most likely understand, and allow the taxes to be missed as long as they are paid afterwards.
      2. If unable to alert the council beforehand, the homeowner may alert the Council afterwards, and with good evidence the council will most likely understand.
  12. Destruction of Property
    Destruction of property is defined as the destruction, defacement, or willful negligence of property within the city.
    1. This crime will be met with a fine that is determined by the estimated cost to repair damages plus 50% (i.e if 100 Mina’s worth of damage is done, fine is 150 Mina). Cost of repair will be paid to the victim and the rest to the State. If the property is State owned, full payment goes to the State.
    2. If multiple properties are damaged, each is viewed as separate counts of destruction of property, and a different fine is calculated for each property affected.
  13. Trespassing
    A person may not enter the private property of another without permission from the owner of the property. If the person does not exit the property after one warning from the owner, the Vortice Militia has a right to apprehend the person and levy a fine of 20 Mina, half of which goes to the State and the other half of which goes to the property owner. This fine is doubled on each repeat offense.
    1. Private Property is considered a space that is owned by a citizen of Vortice as opposed to the Realm itself. For example, if somebody were to enter a private residence that had a door open, and the owner requested that the person leave, failure to comply gives the owner a right to contact the Vortice Militia to forcibly remove the person from the property, or remove the trespasser themselves without legal repercussion.
    2. Businesses still count as private property despite being publicly used. If a business owner asks a citizen to leave their property for any non-discriminatory reason, the same rights apply to the owner of the business.
  14. Poaching
    Poaching is defined as the killing, skinning, or owning of any piece of a sentient non-Descendant being (Kha, Musin, Automata, etc.) or animal of a protected species.
    1. The killing or skinning of a sentient non-Descendant being will result in [punishment].
      1. The ownership of any piece of a sentient non-Descendant being (pelt, fang, claw, etc.) will result in a fine 0f 100 Mina being issued and the item in question being confiscated.
    2. The killing, skinning, or ownership of pieces of a protected species will result in a fine of 100 Mina and confiscation of any items found in relation to the poaching.
  15. Identity Theft
    A person may not impersonate a citizen of Vortice at any time
    1. Impersonation of an ordinary citizen may result in temporary imprisonment and a fine of 15 Mina.
    2. Impersonation of a militia member, a steward, or a council member may result in temporary imprisonment and a fine of 25 Mina. Banishment is considered should there be any damage done during the impersonation.

 


(5) Miscellaneous Laws

  1. The Gravity Law: Vortice is not liable for any accidental gravity related injuries or death as a result of falling from the city.
