In the Sister City where I live they let you start a home for 2000 and can add a second floor for 1.5k and a basement for 1000. It's a very beautiful town and is very close to Laurelin and other Elven cities. Contact Mylas for a house and tell him Zephyr Galewind told you about it!

I realize that you probably want a protected lot for your home, but although my city's grounds aren't protected, the lots are only 300 minas for a pretty good sized lot and it's free for either me or another high authority of the city to lock your chests for you. Something to think about for you.
