Section I: Initial Concerns and Petitions:

On Inactive Peerages:

  1. Countess d’Arkent asked about what would be done to look into peerages that have been silent, shirking duties, or otherwise struggling. Count Temesch replied that the Princess Kathryn was concerned about similar issues, and proposed a committee led by Princess Kathryn and Countess d’Arkent to speak with, offer aid to, and evaluate struggling peerages.
  2. Viscountess-Regent de Lyons asked if such measures would extend to concerns about taxation, and Count Temesch said it would.

Section II: The Election of the Gran Don:

The Candidates:

  1. Countess Esfir d’Arkent ran on her previous experience as head of the Courts, a representative for d’Arkent, and a representative for her previous house in Haense on the Duma. She encouraged better communication and management of houses, especially inactive ones, to push for a more active peerage.
  2. Duke Marcel Vuiller ran on his previous platform of pushing for regular meetings, greater communication and fellowship between peers, and the need of a strong hand and union among the peers to move forward into the new era dawning. He also cited his experience representing his house and as Legate.

Both candidates spoke of their respect for each other as options. Viscountess-Regent de Lyons stepped forward to inquire if anyone who did not already hold position would step forward, but none did, so the measure moved to a vote.

Thus, in a 3-2 vote, with two absent, Duke Marcel Elio Harald Vuiller was chosen as Gran Don.

Section III: The Vote on the Heir of Balian:

The Proposal:

His Excellency, Count August Temesch, the Amiratus, stood before the Segnoria to propose a vote upon the new Monarch of Balian, with the Prince John Casimir’s penance now granted in his wedding under the Mother Church to the now Princess Kathyrn Virosi. With the penance past and the Senate forming in the coming months to vote as well, it was deemed by the unanimous vote of the Peers of Balian to be an acceptable time to hold their vote for the Monarch of Balian as the Regency under the able hand of Archbishop Ivan Cardinal Lotharia comes to it’s natural close. The main candidate proposed was Prince John Casimir Baudoin of House Novellen, though the vote was left open to other claimants, should peers choose to support another.

Thus, among the present Peers of the Kingdom of Balian, there was a unanimous vote of support behind John Casimir Baudoin Novellen to become the next King of Balian. This vote shall now go to the Senate upon its establishment to be assented to or dissented to. If assented to by the Senate, then with the assent of the Cardinal Regent, Prince John would be crowned as King John II of Balian, with the backing of his Peers and People.

Section IV: Prince’s Petitions and Final Petitions:

The Gran Don’s Proposals:

The new Gran Don, Duke Vuiller, proposed the major general points of his platform to the Segnoria, for their information and consideration. These included annual or semi-annual meetings of the Segnoria going forward, so they may properly communicate and review proposals from the Senate, and offer their assent or dissent as allowed by the new bicameral system. He also proposed that the Houses work more closely with the Courts to organize more events for the nation, that the previously allocated committee under Princess Kathryn and Countess d’Arkent be started, that if any Peers hold certain interests within the governance, event organization, or the like within Balian, that they may start their own committees to communicate and work amongst each other to do so, and that there be more communication between the Peers and the Duana and Courts to find wardships and squireships for their children, to better prepare the next generation. He then opened the floor to questions, petitions, or proposals from the Peers, or words from the Prince John Casimir to his Peers.

The Prince’s Petition:

The Peers had no petitions, so the Prince offered his, affirming his dedication to working closely with his Peers, and the necessity of outside advice and opinions to run a Kingdom, and thus asked if they had any petitions, advice, or reservations to bring forward. The Peers did not at this time, and thus the option was left open by the Prince for Peers to approach him at their will, and by the Gran Don for the Prince to sit in upon future Segnoria meetings, and have a chance to speak to the Peers and take advice and address concerns within any meeting he attends. With no more petitons or words from the peers, the measure to adjourn was called.

The armored Cardinal arrived back to Balian. He was further battle-hardened and his resolve unabating. The victory at the northern Haeseni border was somber. For the battle against the Unholy entourage spearheaded by the Lich was one of immense magnitude. The battle led to the loss of a dear friend of Ivan's. Nevertheless, he persevered, for this was vindication against the necrotic creatures who dared harm his flock only a Saint's day before. 

As he made his way towards his diocesan office, a Balianese bureaucrat delivered the good news to him, showing him the missive published by the Segnoria. His lips tugged at a small smile as he wiped the dirt from his forehead. Perhaps not all is somber. 

"Good." He uttered in response, continuing to make his way to his diocesan office, "I have taught them well."
