APPOINTMENT OF MR. VALFLEUR AS ASSOCIATE JUSTICE

Speaker Jacquelyn O'Rourke: “Fantastic. Moving onto our expedited first order of business - the confirmation of Mr. Valfleur as Justice of the Court. Present yourself before the podium, Mr. Valfleur. President Levi Summers has nominated Mr. Valfleur as one of the three Constitutionally-mandated Justices. Mr. Valfleur, please present to us why you are qualified to accept his nomination.”
Mr. Karl Valfleur: “My name is Karl Valfleur, I am a former career military Marshal and legal advisor with an ironclad understanding of systems and statutes. I have a broad understanding of how a court of justice operates and would enjoy the opportunity to form and develop such for the good and free people of Salvo. The Constitution gives us our foundation, now we must lay the planks. I ask humbly, loyal Senators, that you put your faith in me and vote in favor of my confirmation.”

Speaker Jacquelyn O'Rourke: “Thank you, Mr. Valfleur. Does anyone have questions for the nominee before we vote on his appointment?”

Senator Jacob Morgan: “I have questions.”

Senator Jacob Morgan: “You, as the first of the judges, will set the precedent for generations to come. We are not Haense or Balian where the King can commision new laws on a whim. It will be your task to interpret the constitution, the statutes, and other regulations for the foreseeable future. So I ask you, how will your past experiences with other governments and systems of laws affect our good republican nations? Thank you Mister Valfleur.”
Mr. Karl Valfleur: ”My past experiences with governments and systems of law should have no negative effect on the republican values of Salvo, I ensure that. I served on the Council for a King who never called meetings, we never heard from him. The President of Salvo, though not a King or royal figure, leads the nation in a similar capacity that a Monarch would. Though, we'd never allow them to become a Monarch, as it goes against our values.”

Speaker Jacquelyn O'Rourke: ”Moving on with Today's Business - Senator Uialben you've been nominated to serve as Secretary of Intelligence. Please take the podium. Senator Uialben. You have three saint’s minutes to explain as to why you are qualified for this position. The floor is yours.”

Senator Culvier Uialben: “In order to ensure that our Republic is not influenced or corrupted by monarchal and anti-republican parties we need a strong intelligence agency to ensure the continuation of our ideals. I deem myself the most fit to ensure this will occur, through the proper development of the department and its agencies. Although ensuring its bias is only towards the Republic itself.”

Speaker Jacquelyn O'Rourke: “Thank you, Senator Uialben. Does anyone have any questions for the Senator?”

Vice President Parzifal af Brasca: “There being no further questions, we move to a vote. Please say aye, nay, or abstain.”

Ah am Duke Wellerman, citizen o’ this republic n’ ah rise to propose ah bill that’ll strengthen the union between this here government n’ the people et serves. Ah, like many other humble citizens, ah rely on the business o’ private individuals for my own income n’ wellbeing. This es terribly unpredictable n’ has in many instances led to periods o’ harsh financial droughts. We humble folk cannot rely on the good fortune o’ luck to sustain ourselves n’ our families. The Federal Government, to ensure stability among the good working men o’ the Republic, should, to some degree decided upon at ah later date, source ah percentage o’ their resources from the citizenry. This should apply to every sector under the executive, whether the military by ets weapons, or the Saloon by ets drinks. Ah good government must have the interests of the people et serves in the best interest of ets own doings. Ah humbly urge this Senate to consider this bill as not merely ah policy, but ah pathway to ah stronger, more unified Republic. Thank ye.”

Speaker Jacquelyn O'Rourke: “The next point of order is Senator Morgan's Postage Act. Senator Morgan you may take the lectern and the floor.”

Senator Culvier Uialben: “For the minutes note that if Morgan was a true canonist he would know that God made elves too, not just humans.”

Senator Jacob Morgan: “And elves turned their backs on him.”

Vice President Parzifal af Brasca: “Order, order. Please stay on topic.”

Senator Jacob Morgan: “So as you all know, especially those of us who have been here from the beginning. The Republic grows, and has grown rapidly. From just Mulberry, to all of Lurin, and now growing beyond into the heartlands and further. With this communication and logistics begin to break down. With the establishment of a postal service this can be curtailed, but it can also create jobs and political involvement amongst the population with Postmasters as centers of their community being a stepping stone into wider politics. Furthermore, this will provide jobs to the cowboys unemployed by the ranch consolidations and the coachmen unemployed by the toppling of the noble leeches on our society.”

Act: the Legislation for Optimized Yield of Advanced Logical Information Security and Trusted Systems Act was created with the express purpose of advancing the security apparatus of Salvo. With the proposition set forth by President Levi Summers of appointing a Secretary of Intelligence, it becomes crucial to have their duties and obligations specifically outlined within the Statues of Salvo.”

Speaker Jacquelyn O'Rourke: “As we are waiting for Senator Drakehart, I invite any government officials to give their official reports to the Senate.”

Vice President Parzifal af Brasca: “In the absence of the President, I am here to give a report on behalf of the executive branch, in my capacity as Vice President of the Republic. The Republic thrives, though it is in its infancy. We have created out of the void of nothingness that was the tyrannical state known as Lurin, a state founded upon the principles of freedom and liberty for all, with promise and delivery of free and fair elections, and with the seating of a deliberative body selected with the consent of the people. The future is bright. We are working on a new capital. We are hashing out a treaty with the High Priest to secure his guarantee of our independence. We are building out our government and hiring agents to fill the posts created by the laws we have written. But still, much work is to be done. We look forward to continuing this work and thank the Senate for their faith in our administration. I will now take questions on behalf of the administration.”

Senator Jacob Morgan: “For the purposes of writing bills, I wonder to the Government's potential claims on the land within our borders? Shall we be like the inbred degenerates of the Carrions and Novellens, clutching desperately to land. Or shall we make this land for our people, to live on or use, to own for their families in a way only nobles and gentry can in other nations.”

Vice President Parzifal af Brasca: “I am unsure what you mean. The Constitution establishes that the federal government maintains jurisdiction and jurisprudence over the lands thereby incorporated under it. Until such lands are delegated to provinces by act of this Senate, all land is federal.”

Senator Jacob Morgan: “What I am getting at is, will citizens own the land, only paying the occasional tax for government services. Or shall they lease it from the government.”

Vice President Parzifal af Brasca: “That is yet to be determined and will be settled by act of this Senate. A bill on the subject of property and taxation has yet to be submitted, but the administration is eager to collaborate with a Senator on such.”

Senator Jacob Morgan: “Thank you.”

Speaker Jacquelyn O'Rourke: “Is that all, Mr. Vice President?”

Senator Culvier Uialben: “How does the government intend to counter racism which has occured and violates Chapter 1 Article 1 of the Constitution?”

Speaker Jacquelyn O'Rourke: “Ohhh...”

Senator Jacob Morgan: “I hath spoken no hatred, violence, or harm. Only disgust towards nonrepublican ideals and concepts.”

Vice President Parzifal af Brasca: “The Constitution states plainly that free speech is protected, but 'speech which incites violence, hatred or harm' is not. Therefore, such speech does not have legal protection as free speech and is free to be otherwise regulated.”

Senator Culvier Uialben: “And what shall be done to counter it?”

Vice President Parzifal af Brasca: “Therefore, it is the opinion of the administration that, within the confines of the Constitution just laid out, such speech may be regulated. The key word there is regulated. Within the Statutes, there are potential lawsuits to be had regarding such speech, but particular statutory authority must be established. Is such speech defamation? Is it an assault of some sort of verbal variation? Who knows? The Court will have the final word, but we invite any citizens that feel aggrieved to file suit.”

Senator Jacob Morgan: “Would my fellow senators not agree, that pseudo immortality grants an advantage in life above the common man? And that on average, elves are not followers of the canonist faith and are openly distasteful of it? Though of course, this remains a matter for the courts.”

Vice President Parzifal af Brasca: “That will be all, Madame Speaker. I suggest that while we wait for Senator Reverend Randir, we invite any Senators to give addresses or updates on topics as they see fit.”

Senator Jacob Morgan: “I have a topic on which I may speak, it is of a bill that will assist the growth of our young nation. So, as I brought up with the Vice President, and in my speech on the Postage act. The Republic has a lot of land and is growing. The idea of provinces is certainly a solution, but arbitrary government borders cause distaste and mistrust amongst the population. So I wish to propose an act classifying all unincorporated land as frontier land. As well as establishing all such land as open for settlement within certain guidelines. This will give all citizens the chance to claim and own land, as well as form their own communities and supply lines to ease the growth of our nation and its provincial borders. Any input on such systems would be appreciated of course.”

Vice President Parzifal af Brasca: “Regulations concerning land are critical. The administration would be eager to lend its ear on such a bill.”

Senator Jacob Morgan: “Is anyone familiar with the actions that commoner families take within monarchist nations to acquire just the tiniest slice of hereditary land?”

Speaker Jacquelyn O'Rourke: “Something along the lines of begging and grovelling?”

Senator Cedric Drakehart: “Pardon me, I am late, gentlemen.”

Senator Jacob Morgan: “That, but also the work put in. These families, for legacy, will fight wars, change governments. Become great men and women so they may have a manor. Imagine if those men and women had access to land in the republic? The best workers, soldiers, and thinkers on the continent. All in the republic, because we grant them access to a legacy, free of a noble's whims.”

Cedric Drakehart: “Good day gentlemen and ladies. As you know, our institutions are newly-created. As such, it is important that the values of the Republic are plasmated into these institutions. Apart from working correctly in these institutions, it is our duty to have modern institutions that reflect its people, that reflects the identity of our constitution. To this end, I suggest to proceed with different seals that will represent the different bodies of the state”

Speaker Jacquelyn O'Rourke: “Thank you, Senator Drakehart. Does anyone have questions for the Senator?”

Vice President Parzifal af Brasca: “Will you be available to make alterations if details change or additions if new government entities are made?”

Cedric Drakehart: “Of course. This bill is a modification of the Statutes. Specifically, is an addition of a new section in Chapter IV, Article 4 - Government Entities. As such, modifications and alterations can be made if a bill is proposed and approved, as our constitution states.”
