My focus strayed, if only for a moment, from the Diraar and its sacred charge, to matters of diplomacy and broader concerns beyond our immediate walls. I sought to correct injustices, to mend what had been wrongfully broken, and to offer my attention where I thought it most needed. But in my brief absence, I turned back to behold a sight most troubling.

What do I see?

The officer corps, those entrusted with the discipline, order, and integrity of our ranks, now reduced to bickering and backbiting behind the walls of the barracks. Words exchanged not in strategy or resolve, but in petty squabble and personal grievance. Stagnation has taken root where momentum once stood. Progress halted. Purpose diluted.

And what are these disputes over? Tilu and the like. Shadows of old arguments, endlessly rehashed while the duties of the Diraar lie neglected.

No more.

As Lord Commander, entrusted with the internal workings of the Diraar, I shall tolerate this no further. Discipline shall be restored. Function shall return. The idle chattering shall give way to purpose and action.

Effective immediately upon the release of this missive, the following directives shall take force:

The Tilu System is hereby abolished.


This mechanism, once perhaps conceived with noble intent, has long since devolved into a source of pointless debate, internal friction, and disunity among the ranks. No more shall time, energy, or cohesion be squandered on a system that breeds confusion rather than clarity, division rather than unity.

For far too long, the Tilu system has been a root of disorder, fueling ego over efficiency, politics over purpose, and chaos over command. It has undermined discipline, distracted leadership, and eroded the very foundation upon which the Diraar stands.

Let there be no misunderstanding: this is not a suspension. This is not a reform. This is a final dissolution. Effective immediately, the Tilu system is to be struck from procedures and practices. 

The ranks shall refocus. The purpose shall be restored. The Diraar shall no longer be hostage to the indecision and disorder that the Tilu system fostered.

The Diraar Shall Be Paid.

Effective immediately, all active members of the Diraar shall receive fair compensation for their service. Duty shall no longer be a thankless endeavor. Effort shall no longer go unrecognized. From this moment forward, those who give their time, strength, and discipline to the Diraar shall be rewarded accordingly.

An Activity Logging Sheet has been placed upon the central board. All members are to record their duties, contributions, and hours therein. Payment will be issued personally by me, based on the entries submitted and verified.

This shall serve two purposes: to ensure transparency in service, and to establish a clear and honorable incentive structure for those who uphold the standards of the Diraar.

 

Furthermore, additional rewards may be granted based on performance, excellence, or distinguished conduct. These may include but are not limited to:

 

  • Commissioned weapons, forged free of charge
  • Tax payments covered by the office of the Lord Commander
  • Temporary or permanent tax exemptions
  • Medals, commendations, and formal recognition for exceptional service
  • Other honors and privileges at the discretion of command

 

Let this stand as a testament to a new era, one where merit is rewarded, where commitment is valued, and where the Diraar is restored not only in purpose, but in pride.

A New Code of Conduct and Discipline

With the dissolution of the old systems and the forging of a new standard, it is imperative that discipline once again becomes the backbone of the Diraar. Order must be maintained not merely through structure, but through consequences, swift, fair, and resolute.

 

Regular Punishments
Standard disciplinary measures for minor infractions may include, but are not limited to:

  • Mandatory pushups or physical exertion
  • Gate duty and prolonged watch shifts
  • Forced patrol rotations
  • Laps around the city perimeter
  • Assigned civil service tasks
  • Any other punishment deemed appropriate by the commanding officer

These are not to humiliate, they are to reinforce discipline and sharpen resolve.

 

Court Martial Authority
From this day forward, any officer holding the rank of Parir or higher is granted the authority to call a Court Martial against subordinates in response to offenses deemed outrageous or severe. The nature of the punishment in such trials shall rest with the presiding court and may include, at its most extreme, demotion or death.

Let this serve as a clear warning: the Diraar will no longer be a haven for insubordination or laxity.

 

Codified Internal Crimes
The following offenses shall now be formally recognized and prosecuted within the Diraar:

  • Insubordination — Failure to follow the lawful orders of a superior officer shall result in immediate punishment at the officer’s discretion. Should the offense be deemed outrageous or recurring, a court martial shall be convened without delay.
     
  • Failure to Defend the Citizenry — The primary charge of the Diraar is the defense of Celia’nor and her people. Any failure to fulfill this sacred duty shall result in immediate court martial proceedings.
     
  • Failure to Show Respect — Discipline begins with respect. Any Diraar who fails to show appropriate deference to superior officers — including, but not limited to, failure to salute — may be punished on the spot by said officer. Respect is not optional; it is foundational.

Promotions and Advancement

Let it be known: All promotions within the Diraar shall henceforth be merit-based. No longer shall rank be gifted through favoritism, nepotism, or idle tradition. Rank must be earned through service, discipline, and distinction in duty.

 

Recommendations and Authority

  • Officers holding the rank of Parir or Sarir are hereby authorized to recommend individuals for promotion, based on observed excellence, leadership potential, and dedication to the Diraar’s cause.
  • Final approval and conferment of rank will depend on review by command leadership, ensuring no recommendation goes without scrutiny.

 

Promotion Authority

  • Only those holding the rank of Lord Commander shall possess the authority to directly promote individuals up to the rank of Sirar.
  • Any promotion beyond that point, to the highest echelons of command, shall require exceptional merit and will be considered under the utmost scrutiny and deliberation by the Mordular and his Commanders.

Promotions are not entitlements - they are honors earned through sweat, loyalty, and unwavering service. Let this standard remain unshaken, so that all who rise in rank carry with them the respect and trust of those who serve beside them.

Putting Forward

I have learned, over the many years of my life and service, that no single man, no single elf, can carry the weight of duty alone. Leadership is not sustained by one, but by many. A single sword may cut, but it is a shield wall that holds the line. There must be a team, a council of strength, wisdom, and resolve.

 

Thus, with full conviction and under the authority vested in me,
I, Jarad Mah’nel, Lord Commander Sanctus of the Celia’diraar, do hereby put forth the following recommendations for the strengthening of our command structure:

 

Elgras Soltee is hereby recommended for appointment to the position of Lord Commander Nihilus - a mantle of resolute will and unflinching judgment.

and

Siofra Ibarellan is hereby recommended for appointment to the position of Lord Commander Praetus - a station of insight, honor, and unwavering balance.
 

May they serve not only as leaders, but as pillars of the Diraar's rebirth, unshaken in duty, united in purpose.

Let this be the beginning of a new chapter, forged not by one, but by many, standing as one.

Aganar Kalgan, the Mord'ular of the Celia'diraar, read the statement and nodded along. Recalling the meeting that had taken place with it's officers as he muttered to himself  "It is time for discipline, the meeting was chaotic. Hopefully the one with my commanders is better.He wrote notes if this on his cheat sheet for the Address that would be taking place the next elven day. "Good changes and recommendations."
