Pancakehz 2279 Share Posted March 28, 2025 The Horde Law The laws that govern the Horde of Many Tribes By the will of the Hordespeaker As the Horde continues to grow with the influx of new tribes from distant lands as well as more frequent visits by foreign merchants. It has become necessary to make the laws of the Honour-bound lands, sometimes known as the Horde-lands clear. These laws will be carved into speaking-stones at the entrances to the Honour-bound lands as well as before every village that asserts membership in the Horde. These laws are non-negotiable. If you are found to have violated the law by two members of the Horde who are known to have honour, then you have violated the law. If two other members of the Horde who are known to have honour disagree with the violation then the dispute will be heard by the Chieftain of the village where the violation occurred. If another Chieftain of the Horde disputes the violation or the decision of the ruling Chieftain, then the Rex or the Hordespeaker will give the final say on the matter. LAWS OF THE TRIBES The laws of the Tribes will deal with the general rights of people-groups living within the Horde. Specific tribes may have additional rights or obligations based on the specific contract that they agreed to when they entered the Horde. PRIVILEGES Tribes that join the Horde of many Tribes are entitled to the following privileges. These privileges are extended by the Hordespeaker on behalf of the Horde. They can only be revoked if a tribe in its majority is found to have violated Horde-law or to have knowingly assisted those who have violated Horde-law. Violations of specific joining-contract terms is also grounds for the revocation of Tribe privileges. ALL TRIBES ARE ENTITLED TO A Chieftain sitting on the Horde-council on behalf of the tribe. Land to house their tribe A land-contract that defines the specific piece of land as well as special obligations and privileges that apply to the specific tribe. Set rules and laws that apply within their own Tribe-land. The rules and laws cannot over-ride or contradict Horde-law. Have their Chieftain pass judgement on those who have violated Horde-law inside of their Tribe-land Abstain from military campaigns outside of the Horde-lands Not be attacked by other tribes without cause. Not to be harmed by forces from outside the Horde of Many Tribes Levy reasonable taxes upon residents and merchants within their Tribe-land Select their own Chieftains by their own Tribe process. OBLIGATIONS Tribes that join the Horde of Many Tribes are bound to obey and fulfill the following obligations. Accepting these obligations are a necessary part of any Tribe that seeks to join the Horde of Many Tribes. Continuing to fulfill these obligations is a necessary part of remaining in the Horde of Many Tribes. The Horde of Many Tribes believes in “All for one, one for all”. Tribes must respect the Horde-law because it keeps peace in the Horde-lands and keeps the peace-for-outcasts that is the foundation of the Horde of Many Tribes. ALL TRIBES ARE OBLIGED TO Obey the Horde-law Arrest and Punish those who break the Horde-law Participate in any defensive military campaign within the Horde-lands Do not attack or steal from other tribes without cause and permission of the Hordespeaker or the Rex. Respect the Tribe-laws of other tribes while in their Tribe-land. Keep their gates open and allow Horde-Members free access to the public spaces of the Tribe-lands. Clearly communicate their Tribe-laws at the front of their settlement LAWS OF THE PEOPLE The laws of the people will deal with the general rights of members of the Horde of Many Tribes. Membership in the Horde is possible either through the-blood or the-law. All descendants of Krug are automatically considered to be part of the Horde by blood. All members of Tribes who have joined the Horde and have a valid Horde joining contract are part of the horde by law. Members of the Horde are entitled to various privileges and are obliged to various obligations. PRIVILEGES Individuals who are part of the Horde of Many Tribes, whether by blood or by law, are entitled to the following privileges. These privileges are extended by the Hordespeaker on behalf of the Horde and apply throughout the Horde-lands. They may only be revoked if an individual is found to have violated Horde-law or to have knowingly aided those who have done so. Continued enjoyment of these privileges depends on honourable conduct and adherence to law. ALL HORDE MEMBERS ARE ENTITLED TO Free movement. Horde members may travel anywhere in the Horde-lands without impediment or threat of violence from other members of the horde. Horde members may access the public spaces of any settlement in the Horde-lands. Safety Membership in a Tribe Residence in a Tribe-land Practice their non-lie-speaker related religion without violence Abstain from military campaigns that occur outside of the Horde-lands (This privilege does not extend to Orcish members of the Horde) Freely conduct trade and business in the Hordelands without arbitrary tariffs or tithes. ALL HORDE MEMBERS ARE OBLIGED TO Obey the Horde-law Arrest those who break the Horde-law Bear witness against those who break the Horde-law Obey the Tribe-law while in Tribe-lands Not attack or thieve from Settlements, Horde members or lawful foreigners. Defend the Horde-lands if they are raided or invaded by foreign enemies. Not harm or harass visiting foreigners who obey the Horde-law Not use lie-speaker or ‘darkspawn’ magics LAWS OF THE HORDE COUNCIL The Horde Council is a unique body composed of all of the Tribe-Chieftains of the Horde. While the Horde Council cannot bind the Rex, the Horde Council MUST be consulted when the Rex or the Hordespeaker seek to Change the Horde-laws. Declare a foreign war. Give permission for a domestic war. Eject a Tribe from the Horde. Add a Tribe to the Horde Consultation can range from sending a letter and receiving a response, having a conversation with each individual chieftain, or calling a Klamor of Chieftains. The Rex or Hordespeaker must HEAR the Chieftains but does not need to follow their advice. LAWS OF THE FOREIGNERS The purpose of the Horde of Many Tribes is to provide a sanctuary for the many Tribes who, like the Urukim are unwelcome elsewhere. The Hordelands are intended to remain a place of peace unless the Horde-peace must be disrupted for good reason. With this ethos in mind, it is in the best interest of the Horde to promote peaceful foreign visitors so long as they obey the Horde-laws. GUARANTEES TO FOREIGNERS Foreigners are offered the following guarantees by the Horde so long as they do not violate Horde-law and valid Tribe-law ALL FOREIGNERS ARE GUARANTEED Free movement. Foreigners may freely travel the Horde-lands on roads and enter the public places of Horde settlements to explore, visit or conduct trade. Safety. Lawful Foreigners will not be harmed, robbed or harassed within the Horde-lands. Temporary shelter and food if they are in great need. Foreign criminals fleeing legitimate justice are not in great need. Free commerce. Foreigners may conduct business in the Horde-lands without fear of their goods being stolen, seized, arbitrarily taxed, or otherwise aggrieved. EXPECTATIONS OF FOREIGNERS Foreigners are expected to adhere to the following expectations. In failing to do so they will be considered unlawful or in breach of the Horde-law. Unlawful foreigners are entitled to none of the protections of the Horde-law and can be lawfully killed or robbed. ALL FOREIGNERS ARE EXPECTED TO Not attack, rob, harass, insult or otherwise aggrieve a member of the Horde. Not conduct sabotage or espionage for a foreign power. Not attempt to gain access to the private areas of Horde settlements. Obey lawful Horde authorities. Be they local chieftains, Horde military forces, agents of the Rex or Hordespeaker. New settlements seemed to be rising up every day. Under the auspicious symbol of the seven pointed star one would become many and many would become one. A new age was coming, if they were strong, perhaps they could build something that had never been built before. Below the fading words, blow away by the desert winds the Uruk would carve a symbol.
