The administrative realities of the diocese are nuanced, complicated ones. In the understanding that the business of ecclesiastical life, particularly among the Episcopate is simultaneously demanding, and exhausting, this Ordinance is hereby issued for the sake of consistent, and reliable Governance. Henceforth, this Ordinance is in effect until otherwise redacted or superseded by His Holiness' authority.

 

By Order of the Prefect for the Episcopate, 

The Following Regulations are Hereby ENFORCED:

 

I - All Bishops must appoint a Vicar to act as their deputy in all capacities thereto; 

I.I - A master list of all vicars must be kept by the Synod of Bishops.

I.II - A Vicar may act as a Deputy in the Synod of Bishops, if the respective Bishop is unavailable. In such a case, the Vicar maintains voting authority. 

I.III - Each Bishop is to, with all due haste, inform the Prefect of their appointed Vicar. 

I.IV - Upon the Death of a Bishop, or Resignation, a Vicar will temporarily act as Vicar-General, holding the administrative duties of the Bishop, but not the sacramental authority until such a time a successor is appointed.
