lol I love being able to comment on random reports i'm not involved in.

However, seems pretty straight forward that according to rules, someone just saying "Halt" isn't a sufficient halt emote

For the first encounter, maybe the emotes were poorly done.

For the second encounter (the one that lead to the crp and everything that followed) the emotes were properly done, you can check the logs.
