The Haelun’or Business Charter serves as an agreement between The Silver State of Haelun’or and those businesses that serve it so faithfully to further secure legal and regulated monopolies, thereby encouraging businesses to open in the Motherland. This Charter exists to protect both industry and consumer alike, encouraging economic growth while upholding Haelun’or’s cultural and civic standards.

 

By signing this Charter, all signatories agree to the terms herein. These terms may be tailored per business to accommodate the unique nature of each trade. Any modifications after signing require a formal meeting between the Okarir’akaln and the business owner, during which the citizens of Haelun’or are welcome to attend and voice concerns or support.

The Silver State of Haelun’or hereby acknowledges the Acaln'sae Talonnii’s signing of the Haelun’or Business Charter, and the Acaln'sae Talonnii hereby acknowledges the terms set by the state. The terms set forth on this day, 4th of Sun’s Smile, 244 S.A., as as follows:



 

On Commerce

[ I ]: The Acaln'sae Talonnii hereby agrees to maintain their shop, both in structure and stock to the standards of the ‘thill of the Silver State, this includes but is not limited to:

  • Fixing any and all damage that is sustained to both the interior and exterior of the building during their ownership of the unit not caused by a catastrophic event.
  • Maintaining their designated stock to a proper degree, not allowing their stock to lay empty for a prolonged period of time without reason.
  • Refraining from unapproved and unsanctioned alterations to the shop’s exterior unless otherwise granted by a member of the Silver Council.
  • Ensuring that the shop’s overall atmosphere is aligned with the Silver State’s decorum; guidance may be requested.
  • Ensuring that the shop’s overall atmosphere will be aligned with the Silver State’s decorum and standards: assistance with this may be granted upon request. 

[ II ]: The Acaln'sae Talonnii hereby agrees to act within the best economic and diplomatic interest of the Silver State, striving to improve their own business and contribute to the State, making choices that benefit the citizens of Haelun’or.

  • They made trade freely with other businesses outside of Haelun’or and are encouraged to do so, so long as the business is not of ill-repute, meaning associated with dark spawn in any way, entirely impure, or otherwise led in the realm of an enemy.
  1. This includes fair trade: ensuring good quality commodities at fair prices, as well as good faith trading both within and outside of the Silver State
  • Where feasible, the Acaln'sae Talonnii should seek internal supply chains within the Silver State (e.g., a blacksmith sourcing Haelun’orian ore, a chef buying from local farmers, 

[ III ]: The Silver State of Haelun’or agrees to protect the interest of the business, hereby granting them the sole monopoly over their chosen business niche.

  • This only covers specific niches (i.e,: There will be no two blacksmiths operating officially, nor two apothecaries, etc.), however this does not cover slight overlaps, such as a corporation who manufactures war machines and a blacksmith both selling components, or the tavern and a cook selling the same food and drink; this term also does not cover unofficial business, such as a lone ‘aheral selling enchantments out of their home.
  • The Silver State agrees to adequately advertise the business, so long as the business does the same and is in good standing.
  • The Okarir’akaln agrees to grant the Acaln'sae Talonnii the terms outlined in this missive upon their request of such, so long as the terms of the missive are still valid by decree of either the Sohaer or the Okarir’akaln.

 

On Social Obligations

[ I ]: The Acaln'sae Talonnii agrees to host regular public events to stimulate internal and international engagement, showcase their craft where applicable, and to participate in State-sponsored commerce gatherings, such as Kaliri’irham. 

  • Examples include: A craftsman hosting biweekly tutorials; a chef offering semi-regular communal meals; or a tailor holding fashion showcases
  1. Examples include but are not limited to:  A craftsman giving lessons on a bi-weekly basis, a cook with a kitchen offering semi-regular dinner nights, etc.

[ II ]: The State once more agrees to assist in advertising where applicable, so long as the Council is supplied with missives to post about and educate the masses.

  • The missives should be well formatted and up to the standards of the Silver State, assistance may be offered with this upon request.

 

[ III ]: The Patriarch of the Acaln'sae Talonnii will maintain an elevated standard of conduct, recognizing their role as a public representative of Haelun’or beyond its borders. 

 

On Purity

[ I ]: Should the Acaln'sae Talonnii fail to remain pure, the State is allowed to seize their assets and otherwise evict or shut down their business, pending trial, based on the severity of their impurity.

  • The severity is dictated by the Diarchy and further punishment is decided by them as well.

[ II ]: Should the Acaln'sae Talonnii be found to be interacting with any businesses found to be impure, they will be ordered to cease trading with said business immediately, or risk being shut down.

  • To be considered impure can mean many things in this instance; such as being led by darkspawn, or being a peddler of darkspawn creations. This label can further be extended to those businesses who contribute to any ill-begotten institutions.

[ III ]: The Acaln'sae Talonnii is able to appeal a decision by the Diarchy to shut them down to the Silver Council by way of debate between the Patriarch and the Diarchy; a time and date must be agreed upon by the entrepreneur and the Diarchy- Furthermore an open invitation must be extended towards the citizens of the State to either partake or watch said debate. 

  • The debate should take place between the Patriarch, or a designated representative, and the Diarchy, depending on who initiated the closure. 

 

The License

[ I ]: The Silver State recognizes the Acaln'sae Talonnii as the sole licensed provider of official smithing services within Haelun’or. This license is contingent upon continued compliance with all terms herein and is subject to review or revocation by the Okarir’akaln at their discretion should standards not be upheld.

[ II ]: This contract is indefinite. Should the Acaln'sae Talonnii or the State wish to modify any of the terms or renew the contract in any way a formal meeting between the Silver Council and the business Patriarch, in which citizens of Haelun’or may attend to voice concerns or support.

[ III ]: This contract will be considered null should any of the following happen:

  • The Acaln'sae Talonnii is closed down permanently, either by the Patriarch or the State.
  • The Patriarch passes the business onto someone else, in which case the new owner will be subject to an entirely new agreement.
  • A mutual agreement is made between the Patriarch and the State for retirement.
  • A violation of the contract by the business has been made, based on the severity of the offence.

a.) Should a new Okarir’akaln take office during the duration of this contract they may call for a renegotiation at their own discretion.

[ IV ]: The Acaln'sae Talonnii accepts that it may be shut down by the Okarir’akaln for violating any terms outlined in this charter, and that depending on the severity of said violation they may be subject to a trial by the Diarchy.

  • The Patriarch may request a debate with the body of government that shut them down (Either the Okarir’akaln, or the Diarchy).
  • Should the Patriarch wish to appeal a decision they may request a private meeting with the body of government that shut them down, however the option to grant the request of a private meeting is up to the person that shut them down.
