On the 7th of Horen’s Caling

As of the 7th of Horen's Calling, by the authority vested in Antônio Fernandes de Alencar-Vuiller, Chieftain of Ipanema, the Aevosi Medical Coalition is founded to oversee and promote the healing arts within the Oasis. Its purpose is to provide care to all members of the Horde, as well as to offer aid to travelers and allies alike.

Article I: On Medical Practice and Ethics

Section I.1: Certification Requirement
All individuals practicing medicine under the Aevosi Medical Coalition must be certified in mundane medical knowledge. No person shall be permitted to perform surgery, prescribe treatments, or diagnose conditions without the proper certification.

Section I.2: Prohibited Practices
Physicians are strictly forbidden from performing any banned procedures, surgeries, or experimental treatments that contradict the ethical standards of the Coalition, or endanger the safety and wellbeing of a patient.

Section I.3: Adherence to Law
All medical conduct must be in accordance with both the laws of the Oasis of Ipanema and the Horde. Breaches of either set of laws will result in disciplinary action or permanent expulsion from the Coalition.

Article II: On the Use of Magical Healing Arts

Section II.1: Permissible Disciplines
Voidal magic, druidic healing, and shamanistic arts are recognized and permitted forms of treatment within the Coalition, provided they are used for the purpose of healing and restoration.

Section II.2: Licensing and Oversight
No formal certification is required for the use of magical arts, however, those who practice them are encouraged to submit reports regarding their methods and outcomes for the purpose of further reasearch.

Section II.3: Abuse of Power
Any individual found using magical means to intentionally harm a patient without just cause shall have their right to practice revoked immediately. Further legal consequences may follow as determined by the laws of Ipanema and the Horde.

Article III: On Land, Housing, and Hospitality

Section III.1: Designated Grounds
A piece of land within the Oasis of Ipanema shall be set aside for the Aevosi Medical Coalition to build and operate its facilities, including hospitals, apothecaries, research halls, and living quarters.

Section III.2: Rights of Residence
All registered members of the Coalition shall be granted lawful residence within this district. Housing will be provided in accordance with available space and standing within the organization.

Section III.3: Citizenship and Protection
Members residing within Coalition lands shall be granted honorary citizenship of Ipanema, and enjoy the full protection, rights, and hospitality.

Section III.4: Prohibition of Discrimination
Any form of discrimination based on race, bloodline, or origin is strictly forbidden within the lands governed by the Aevosi Medical Coalition. This includes, but is not limited to, prejudice or hostility toward elves, dwarves, Kharajyr, Hou-Zi, Cursed Children, or any other descendant peoples. Violations shall result in immediate removal from Coalition property and further legal action under the laws of Ipanema and the Horde.
