HEED, ALL LEAL SONS OF HOREN

 

His Imperial Majesty, Tiberias I, Emperor of Man, in his grace and wise forethought has instructed the Imperial Archchancellor in the formation of a consultative body for the representation of the peoples under the Crown.

 

The Witenmot - meaning Wise Assembly - shall be in session for a year long period every other year, to adjudicate over matters solely brought forth by the Imperial Privy.

COMPOSITION

 

The Witenmot shall comprise twenty two seats, divided amongst all classes of Imperial society. Four distinct groups are hereby created, with distinct means as to their selection or election being as follows:

 

Six LORDSMEN to represent the Imperial peerage;

  • To be appointed by land-holding lords as their representatives in the Witenmot.

 

Three GODSMEN to represent the Holy Mother Church.;

  • To be appointed by His Imperial Majesty, and each an active bishop.

 

Six BERGMEN elected to represent the Imperial Citizens of Rittersberg;

  • To be elected via public vote from amongst their communities.

 

Seven FOLKMEN elected to represent the citizens beyond the Imperial City;

  • To be elected via public vote into their respective districts.

 

The specific designation of a seat is malleable and prone to change, with amendments to the amount and precedence of these seats’ being under the sole purview of the Crown through official edict.

 

The designations for the First Composition of the Witenmot are found below:

The LORDSMAN of Reinmar,

The LORDSMAN of Alba,

The LORDSMAN of Númendil,

The LORDSMAN of Kvasz,

The LORDSMAN of Mount Santa Lorina;

 

The GODSMAN, Bishop of Mount Lemon,

The GODSMAN, Bishop of Gelimar,

The GODSMAN, Bishop of Rhosmark;

 

 

 

The BERGMAN of Rotesberg,

  • Representing the burghers of Grensewacht, Ledi's Court, Winburgh, Bull’s Round, and Riverside,

 

The BERGMAN of Feldersberg,

  • Representing the burghers of Faldersberg, Old Town, Knight’s Pass, and Gaspard’s Path,

 

The BERGMAN of Platt Tiberian,

  • Representing the burghers of Platt Tiberian,

 

The BERGMAN of Babettenberg,

  • Representing the burghers of Babettenberg and Hadrianmarkt,

 

The BERGMAN of Hadriansgate,

  • Representing the burghers of Hadriansgate, Anchor Way, Market Street, the Cut, Mareno’s Quay, and Little Bay,

 

The BERGMAN of Armberg;

  • Representing the burghers of Lemon Lane.

 

 

 

The FOLKMAN of Welles,

  • Representing the burghers of the Doveran Borough in Saint Godwinsburg

 

The FOLKMAN of Steinwal,

  • Representing the burghers of the Constansian Borough in Saint Godwinsburg

 

The FOLKMAN of Leever,

  • Representing the burghers of the Trieran Borough in Saint Godwinsburg

 

The FOLKMAN of Leonstadt,

  • Representing the burghers in the seat of the Principality of Reinmar

 

The FOLKMAN of Tarnavon,

  • Representing the townsfolk near the seat of the Duchy of Valwyck

 

The FOLKMAN of Berzyn,

  • Representing the countryfolk near and castlefolk of the Barony of Silasia

 

The FOLKMAN of Heffenberg,

  • Representing the lands surrounding the Imperial City of Rittersburg - Worker’s Way and Fruit Fall.

ELECTIONS AND SELECTIONS

 

The term of the Witenmot is effective for seven years following an election.

 

Once elapsed, all seated members forfeit their seats immediately and an election and selection period of one year begins, until a new composition is announced by the Imperial Chancellery.
 

In the event that a seat of a bergman or folkmen has no candidates stand for election, the Imperial Crown will appoint an individual to the seat.

 

In the event of the death of a member of the Witenmot the seat will remain vacant until the next composition is announced.

 

All candidates for the Witenmot must over the age of eighteen, in good standing with the Empire of Man and the Church, rendered all taxes due, and not under writ of banishment or excommunication.

SPEAKER & OUDBARD OF THE WITENMOT

Bearing the Golden Mace of St. Alexander Frederick of Furnestock, granted to them by the Emperor of Man, the Speaker of the Witenmot is elected from amongst the constituent Bergmen and Folkmen to lead the assembly’s procedures and debates.

 

In their absence, the oldest member of the Witenmot, known colloquially as the Oudbard, shall assume the chair.

PROCEDURE

 

The Witnmot shall hold a voting assembly once every other year.

 

The agenda is presented on the second month of the year (Monday) and voting is held on the final month (Saturday).

 

Seated Members of the Witenmot are requested to attend the biennial voting assembly (on every other Saturday), for which no quorum is required. The session will be held regardless of attendance.

 

Those unable to attend and who still wish to vote must, however, send their votes through any means to the Speaker.

 

Attendance will be recorded at each assembly by the chair. Three consecutive absences will lead to sanctions against Bergmen and Folkmen, specifically a bar in standing for the next election. Lordsmen and Goodman who similarly forsake their duties shall be removed from their seats at the sole discretion of the Imperial Crown.

 

The chair of the Witenmot, rather the Speaker or Oudbard, must give one month for any absentee votes to be delivered to them via bird or courier. After that period has elapsed, they must publicly declare the outcome of the votes. This will usually take place on the first month of the next year (Sunday).

VOTINGS AND AGENDAS

 

The Witenmot shall vote solely upon matters delivered to them by the Privy Council, through the Speaker or Oudbard.

 

Members may send a bird or courier to the Speaker with a proposed topic for the next voting session. The Speaker will then deliver these extraordinaries to the Privy for formalization, who will - if the matter is deemed within the purview and competencies of the Witenmot - add the matter to next voting session’s agenda.

 

The assembly shall not make matters without the consent of the Privy, as it is a body of consultation and not dictation. The Emperor and Archchancellor retain complete veto power.
