FORWARD

 

Following the events of all descendantkind’s conflict with Orsathiael, the Daemon of the Mountain, one thing should be apparent to all: we are ill prepared for threats of such a magnitude and nature. Had it not been for the assistance of Thalandir and Eryndor, it is likely that disaster would have befallen us. Should such a threat ever come upon us again, and we lack such patrons willing to fight on our behalf, as things stand now we would be at a severe disadvantage, and catastrophe would be likely.

It is for this reason that we propose the development of █ ███ ████ ██ ███████ █████████████ ██ ███████ █████ ██ ██████. It is our firm belief that engaging in this project, while certainly risky, is not only an opportunity for achieving a greater understanding of █████ ███ ████ ██ ███ █████ ████ ██ ███ ███ ███ ███ ███ ███████, but also a chance for the Empire to come into possession of an asset in the form of █ ██████ ███████ ██ ███████████ ████ ██ ███ ██████ █████ █████ ████████ ██, be it of a mundane nature, or one of a higher power.

There are undoubtedly uncertainties regarding this project. There are risks. There is ample room for failure. Nothing is guaranteed. But one thing that is certain is that someday, some threat of the same caliber as Orsathiael will threaten the world again. Perhaps not today, nor tomorrow. Maybe not this week, this month, or this year. Maybe not even in any of our lifetimes. But eventually. such will come again. And we would be foolish to not have made preparations for such.

 

INTRODUCTION

As a result, there are a handful of individuals - █████ ███ ████████ █████ - alive now who have experienced █████ █████████ ██ ████ ███.

One thing these individuals can surely attest to is the raw amount of power  ██ █████ ██ ████ ██████ ██ ████████████ ████ ██ ████ ████ ████ █████ ███ ████████ ████ ████████ ██████ ███ ███████ █████████ ██ ███████ ██. And this was before ██ ███ ███████ ██ █████████ ███████ ████████ ███ ██████████ ██ ███ █████ ██ ██████

 

PROPOSAL

 

With such a capability for power in mind, the following is proposed:

In this weakened state, ██ ████ ██ ████████████ ██ █████████████ ███████ ████████ ███ ███████ ██ ███ ██ ██████████ ████ ███ ████ ██ ███ █████████

Once such has been established, and ███ █████ ███ ████ █████ ██ ██ █ ██████ ███ ███████████████████ █████, efforts will be made to increase ███ strength.

██ ██ █████ █████████ ██ ████ ██ more and more capable of engaging with greater and greater foes, eventually reaching a point where ██ ███ █████ ███ ██ █ ████████ ██████ ██ █████ ███████ ██████ ████████ █████████, such as Daemons like Orsathiael, or Infernal beings of great power, such as the one which appeared along the western shores of Aevos at one point some decades ago.

 

RISKS, ISSUES, AND MITIGATION

 

As mentioned prior, this idea comes with a host of potential risks and issues. Below is a list of some of the most obvious ones, and that which may be done to address or mitigate them.

 

Risk / Issue: █████████ ██ ███ ██████

Explanation: There is no exact, standardized method by which █ ██████ ██████ ███ █████████ ██ ████████. The most obvious - and perhaps, only way viable for Man - to do so is via █ ██████ █████ ██████ █████ ████ ██ ███ ██ ███████████ █ ██████ █████████ █████ ████ ought not to be toyed with or taken lightly. █████████ ██ ███ ████ ███ ████████ ██ ███ █████ ███████ ████ ███████ ████ can be immense and dangerous

Mitigation: Perform whatever is to be done ██ ██ ███████ ██ ██████ ███ ██████ away from the Empire. Far away. Likely on the western side of Azuras. There is even a small, uninhabited island far to the southwest, its nearest neighbor being the Horde lands, that such work could likely be performed on with little risk of interfering with life within the Imperium.

Mitigation: ███████ █████ ██ ██ ██████ ███████ once weakened sufficiently, ██████ █████ ██ ██ ████ ██ ████████ ███ ███████ ██████████ ██ ███████ ██ █████ ███ ██ ██████ ████ ████ █████████

███████████ is a bit more of an interesting matter. In theory, if ███ ██████ ████ ██ ██ ████ ██ ████ ████████ █████ ██ █████ ██ ██ ████████████ ███ ██████████ █████████ █████████ measures such as ████████ ██ █████ ███ could be employed here as well. As for the ████████ ██ ████ ███████████ ████, there are a few options. From the previously discussed risk and issue of █████████ ███ ██████, one option is the island proposed as the location for doing so. Another option, that may be more preferable, is the ██████████████████ ███████████ off to the ████. This will be discussed further below.

Though untested, we theorize that the ██████ █████ ████████ ██████ ████ ██████ ████ ██████ gradually, and use it to slowly strengthen ██████. If this theory were to be found true, it would ease much of the burden on us in ███████ ████ ██ ███████ ███ ███████

Notes: A research base there (which should be established to study the land and phenomena anyways) could act as ███ ███████ █████ ███ ██ ████ ██ █████ ███ ██████ ██ █████████ ██ ██ █████ ███ ██ ███ ████████ ███████████ present there.

Explanation: By whatever means and for whatever reason, ███████ ██ ███ ██████ ██ ████.

Mitigation: ???

Notes: An undoubtable, unavoidable risk. If such were to occur, the ██████ █████ ██████ ████ ██ ██ ███ ████. A potentially difficult task, but one that should be entirely doable.

Even if not doable, we believe it better to be █████████ ██ █████████ ██ ███ ███ ███████ ███ ████ ██ ███ ███ █████, rather than subject to the whims and wills of some malevolent deity.
