I have counted the members of the upper councial all but one or two of the members are braveaxes :/

That's because when the Grand Council was formed, there were very few active dwarves, and Thorik appointed the people he trusted, Broski, Chaecus, Stronghold and Valen. Some of them became Braveaxes later, but the large amounts of Braveaxes in office is a result of the Braveaxes being by far and large the largest family when the Grand Council was formed. This is no longer the case, but nobody is going to suddenly reorganise the Grand Council because family sizes have changed.

((why do you all care so much that charles left??? charles made a desicion so did valen thrym and goldrim, be happy for them, and also when people leave the higher ups new people will come this is good for all of us. we need to look at the future of the dwarves not the past when people decided to leave , there is going to be a new world :D.))
