A small note is pinned to the message board the hand writing is regal yet foreign it reads

(( This is not just gibberish, it is an actual code that you can crack... ))

*Approaches the note, looking in all directions. He pulls a piece of paper out of his cloak. Rei quickly scribbles it all down onto his own paper and leaves.*

He mumbles to himself as he leaves, "The Cipherist....the Cipherist...hmm....."

(( I'm usually good at these type of things but I can't seem to get it. I've tried everything. Transposition ciphers, substitution ciphers.....hmmm.. ))

After staring at the sign for several gureling hours, Ouity throws up his hands in disgust, and walks away.

Kairu catches a glimpse the note posted on the message board as he walks by. He turns around and walks back toward in leaning closer to read the seemingly random assortment of letters. Kairu scratches his head perplexed by the note. He jotted down the message on a piece of parchment to try and decipher is later on, curiosity getting the better of him. He stuffed the piece of paper in his satchel as he continued to walk down the road.

There are 3 letters which both have the highest amount of letters in this text. E is one of them.

There is no space. It's a continuous flowing text. You can not tell when a word starts or ends.

I am not saying that it is unsolvable. But you could make it slightly easier. Do not start from the hardest part. (although there were much harder codes)
