A Message carried by Mr. Overhill

The halfling individual "Mr. Overhill" delivers a message as he gets to the Vale. Upon giving the message to the higher official, the message states the following:

"Greetings, Halfling higher-up!

I send this message to obtain permission to visit the Vale. I am only but a warrior dwarf searching for a place to lay-low and relax, as my line of work is very hard to handle without such bouts of relaxation.

'Tis my only request, to be given permission to visit your land and relax there. I would bear no negative intentions. All I would bring is gifts and a good will to you and your people. I eagerly await your response,
