As there hasn't been any content regarding the matter on the news topic. Simply a question as I am devastated that my sparkly unique rank has gone missing. (Not really) Solution: After some quick studying when I posted this thread, I discovered only a few minutes that there are secret requirements :< So I guess the Brilliant Breezer requires some form of special requirement I haven't met yet.
