This is DDoS protection. It only occurs on certain IP addresses.

This is what is known as a CAPTCHA. ( http://en.wikipedia.org/wiki/CAPTCHA )

 

They're used to prevent machines from automatically doing things such as create accounts or make changes to important info. They make sure that the account/changers were made by a human as it's very hard, if not impossible for a machine to decipher them. It's simply a security measure. It happens from time to time and can most commonly be seen in the Minecraft community on Minecraft Server voting sites.

It's CloudFlare - the aforementioned DDOS protection that we run on the website - and that screen is displayed as it has detected that you have entered something which it associates with common spam-bots. You simply need to type in the CAPTCHA - no need for a comment or anything, press Request Access and it'll proceed as usual.
