THE GOLDEN SHORES ART IS NOT MINE The warmth of the Portoregne sun spilled upon the chambers of the young Prince, golden light filtering through the sheer curtains would have expanded into the room, its sight casting soft patterns of warmth and light across the Prince’s room. The morning sun had given way to the beginning of the day, the city’s residents, many of whom were already awake, seemed to add to the cheerful and insistent calls and singing of gulls that was paired in unison with the crashing of waves upon the colourful walls of the southern city. The mood of the city was fair, it was just as though the day was like any other, heralding a lively and bustling day for the city by the seas. However, within the residences of the Kingdom’s Palace, the morning had only just begun, at least for the Prince of Monterosa who stirred in his sleep. “Your Highness” A persistent voice suddenly spoke, a servant of the palace whose voice was accompanied by a pattern of light knocks. “The Prince Elias and Princess Josefina are waiting for you, they demand your presence.” The words of the servant were followed by a muffled bark at the foot of the Prince’s bed. A puppy heralding from the northern fringes of Haense, known to be the breed of a mountain hound, was curled among the sprawled blankets. His tail thumped against a bedpost, the ear’s of the pup perked up at the sound of the servant’s voice. It wouldn’t be long until the pup stretched lazily, the small frame arched as his paws pressed against the mattress, making its way towards Lothar. “Mmmm. . .” The boy stirred, reaching up a hand scratch behind the pup’s ears and despite the whining and nuzzling offered to the Prince, he persisted in his sleep. “Tell them to wait,” The boy finally called out, his voice laced with groggy reluctance. The servant however, undeterred, opened the door, barely enough to poke his head through the door before he spoke, a sigh escaping the servant’s being. “Your Highness, Forgive me, but they’ve threatened to raid your kitchen should you refuse their requ-” He paused, shaking his head. “Demand.” Lothar sighed, his legs swung across and over the side of the bed, as his feet met with the cool marble floor, hands raising upwards to rub at his eyes as he huffed seconds later did he finally retort with reluctance. “I will be there in a moment.” The servant, content with the Prince’s answer, would promptly leave. The pup upon seeing the movement of the boy would’ve leaped from the bed, its frame bound for the windows were sunlight pooled in warm patches across the marble floor. The prince followed, rubbing at his face as he glimpsed from the safety of his window to the scene that was a brisk and cool morning day. Here he had found figures- at first he groaned, unable to make out the silhouettes in the distance, however as his eyes adjusted to the light and he released a yawn, the figures of his parents-John and Kathryn, the King and Queen-made their own way towards the Basilica committing to their usual morning prayers. In truth, their mornings had begun hours ago, their schedules hardly allowed them to sleep as late as the Prince but they did not complain, they committed to their positions, hardly allowing any doubt into their commitment and devotion to the Kingdom, symbols of persistence and duty. The door of his cupboard would creek open as the boy dressed, his mind wandering for a brief moment, though returning as he seemed to notice a piece of garment, not belonging to himself but his brother’s who he claimed to borrow but had no intention of returning, he released a soft chuckle, content with the memory flooding his head of their argument within the ballroom of Reinmar, stopped only by the scolding of their mother, a smile creeped upon his features, the edges of his lips inclining upwards as he returned into his trance as the corner of his eye spotted the puppy chewing upon the wooden leg of a chair. “Rien. . .” The boy called moments later, tutting and snapping his fingers as he called for the pup. Why Rien recalled being asked, To many, the word was meaningless, simply another word in the common tongue, to Auvergine’s, it translated literally into ‘nothing’. Nothing, he thought as he watched the pup’s antics across the marble floor. “Sometimes, nothing is everything. A simple canvas, clean of anything is nothing. But it is the chance for a new beginning, to others, it is nothing, but to you, it can be everything, Your Highness.” A soldier of the regiment, Sebastian Eros who frequently acted and became both a confidant and guardian of the Prince. The words spoken stuck with Lothar since that day, the pup becoming a close companion of the boy, a pup that had become a small piece of the north he brought to the south. The room was often quiet at these hours, save for the occasional echoes of steps or footfalls of servants that reverberated and echoed across the walls and ceilings of the Palace. The day was different however, with Rien speeding forwards to meet the two who spoke and laughed loudly within his own room, Lothar was inclined to speed in his walk but retained his groggy pace. By the time he reached the kitchens, the french scent of bread, cakes and oranges had filled with the air, freshly squeezed juices were poured. Sat upon a table did Lothar find the duo, Elias and Josefina both, sat upon the table with glasses of milk, juices, cakes, bread, baskets of fruit had littered his dining table. Elias had been in the process of biting into a bread, the crumbs sparkling and dusting across his chin whilst Josefina leant over the table, her dark curls sprawled across her seat as she reached for a pot with honey, aiming to eat from the jar of honey directly and soon they would take note of the approaching Lothar. “About time.” Elias called out whilst eating a mouthful of bread from Lothar’s kitchen. “We almost ate everything here.” Josefina’s eyes lit with mischief, she smirked. “But! We saved you a churro - from Hyspia.” “NEN.” Elias declared near instantly, the boy’s visage settling upon his brother, studying him with mock seriousness. “We do Net have time! Because, Lothar took soooo long. We have BIG plans and we cannot wait anymore!” He had declared to the duo. Much to the irritation and ire of the elder Novellen, Lothar had submitted to the demands of the two, a hand rose as it so often did, beckoning for Elias to continue as a wild smirk had splayed across the younger brothers features, the movement of his brother offering him the affirmation he sought. “A race down to the beach. First one gets the BEST seashells.” Seconds later did Josefina add. “AND we will build the biggest sandcastle ever seen!” Lothar hesitated at first, the boy’s features were one of uncertainty as his visage travelled to the spirals of the basilica. His hesitation was apparent as he thought for a fleeting moment of the sight of his parents, who would surely be in prayer that very moment, their very lives gifted to duty and faith, sacrifice for the Kingdom they ruled over. Such thoughts were quickly broken, however, by Elias’ quick prodding upon notice of his brother’s distraction, “You’re not being a coward, are you Lothie?” - “GOD Eli, do Net cry when I beat you both!” Lothar declared, the trio all sat in momentary silence consuming them, without a second's hesitation however, each would bolt from their seats. The three dashed through the halls of the Palace and the streets of Portoregne, they garnered much of the city’s attention by even antics like these, their laughters and steps echoed against the cobbled streets, as their path was guided by pastel-painted and colourful buildings that framed their path to the beach. Rien chased alongside them, barking with uncontained excitement, his small frame darting between their legs as if to join in the race, his tongue sticking out and causing many of the working peoples to gasp and leap out of the way in fear of tripping or stepping upon the trio of royals. Elias led the charge, his wild mane of hair whipping in the ocean breeze as Josefina trailed close behind, her skirts hiked up to avoid tripping, spouting nonsense in her home tongue. Lothar, sprinted after them, a grin breaking across his face as the thrill of a race had awoken the boy properly. The beach stretched wide and golden before the trio, the hot sands glowed under the now midday sun. Elias reached the shoreline first, his arms thrown high in his moment of victory, though Josefina was quick to argue he cheated by taking a shortcut despite the trio having followed one another throughout the race. It was, however, Lothar who arrived last, his chest heaving with laughter as he flopped dramatically onto the sand in mock defeat. “First to the water!” Josefina yelled, already darting toward the waves. They plunged into the shallows, the cool water only ankle high splashed around them as they kicked and flailed in mock battles. Elias finding a clump of seaweed, draped it over his shoulders like a cloak, declaring himself the 'Sea-king' Josefina retaliated by pelting him with handfuls of wet sand, her peals of laughter ringing over the jingling of her bangles and her chains of gold out as Elias bellowed, falling under her attacks. With a laugh escaping him, Lothar content in the entertainment that was provided to him through viewing alone found himself wading back to the shores, beginning his search for seashells that he would surely reveal to their parents upon their return. He searched the golden shores, picking up a small, iridescent one that he put to the sky, its surfaces gleamed as he tilted the shell, shades of pink and blue exuded its surface as the boy tucked it away, content with his keepsakes for the day. The hues of silver from the Novellen had kept upon the two and Rien who barked at their antics, the boy sat down a distance away from the water, the sand sticking to parts of his clothing exposed to the seas as his hands descended within the coarse sands themselves, looking on with a keen smile upon his feature. By the time they finished their castle, the sun hung lower in the sky, casting forth a warm light across their sprawling creation and warm surroundings. It was certainly a masterpiece, to none but themselves of crooked towers and uneven walls, decorated with shells and washed up seaweed. Rien made his contribution, digging a moat that was promptly filled by the tide. They would return to the boy’s side, each taking a side as they sat, viewing their creation and background all at once. Lothar imagined that they would surely be searched for by guards, no doubt it would’ve been Mons and Rylee who might’ve lead such a search as they so often did, the boy smiled, though quickly frowned as he realised that such would ruin their moment of peace, of being left to their own devices, it was a reminder of what duties were to follow, expected of their stations, if not now, then soon it would be true. The Novellen’s silver hues thusly settled across the colourful and sprawled evening skies in the southern kingdom. Finally, it was the Hyspian-Josefina, who broke the trio’s silence, “Do you think we’ll always have days like this? All my Tia’s and Tio’s hardly do. . .” She asked, her voice soft, barely audible over the gentle crashes of waves upon the shoreline, assaulting their sandcastle at this point. “Don’t be silly! One day we’ll have REAL castles, big ones-bigger than anything around!” Elias declared, tossing a handful of sand upon the duo, breaking their lengthy silence and forcing them to burst into a flurry of laughter. At that moment, the fleeting thoughts of Lothar had all but dissipated, they were nothing but friends, sharing the sights the southern Kingdom offered and what companionship they offered to one another. Yet, Lothar said nothing, he remained in his silence, content with the shared moments as the day slowly whisked away. As the first stars began to blink into existence despite light from the sun still present, Lothar silently reached for his shell, his fingers brushing upon its surface. The shell was worthless, to others but to him it had grown priceless, the boy’s head tilted down, his curtains covered what expression he wore as he eyed his treasure, his keepsakes now a permanent memory of the day they spent together upon the Golden Shores. “One day,” he thought, his words a mere whisper, if even that, when his life demanded more. he would hold the shell he procured from the golden shores and remember this moment - their moment - the laughter, the warmth, the golden shores, and the people that made it all feel infinite.

Since my rise into role as former Viscount, now Count of San Adriano and Patriarch of Temesch et Martiel, we have managed to garner many things and we have reached milestones that we hardly believed we could attain once more. But time and GOTT showed us the path forwards and our path within our beloved kingdom is not ended yet. Only it is time that my path as Count to reach it's natural conclusion for the matters of the house have surpassed me and no longer am I fit to perform my duties that are owed to the house I have dedicated much of my time too. Instead as I continue to serve the Kingdom of Balian in matters of the state, I shall instead allow my abdication to allow for a ruler who is far fitter then I to rule, for someone who has indeed taken after her ancestors and is destined to bring the house to far greater heights then I could ever fathom or conjure.   6. ♫♫♫ THE TUVMAS MIRACLE It was the 13th day of the Tuvmas calendar! A cast of white flaked snow as they were called in the northern realms of the continent would descend upon the capital of the Southern Kingdom, it’s warmth shrouded by this cold but spectacular view of snow that ladened the capital with scenes of white mangled with the colourful and vibrant bricks of the city. At the center stood the erected Tuvmas tree, decorated only night’s prior as the citizens of the southern nation had come together, in unison to celebrate the soon to be crowned tree with the Star of St. Lothar. Never before had a phenomenon like this been witnessed in the south, but such a shift in the weather for a singular season was an omen that was relished by its citizens, the taverns filled with citizens, peers and royalty alike, each conversing as they gathered around the warmth of drinks and a center fireplace, cheerful and blissful in their conversation as they all awaited the day for crowning the tree and soon it would come. . . Then came the day where all gathered around the lushful tree imported wholly from a northern forest ladened with white’s of snow from a gentle descent of flakes the night prior. The denizens, foreigners, all who came to witness the tuvmas celebration did so in jolly and in anticipation as the hosters, Lady Augusta Eliana Temesch and the Lady Yelena Vasileia Virosi announced that the time was near to crown the tree as promised! And thus it would be. The Temesch announced to the gathered folks, announcing that it was time for the procession to begin and for The King of Balian to officially crown the Tuvmas tree in order to prepare for the season to begin. . . he made his way glancing up and towards the tops of the tree, everyone looked in spectated in anticipation for the festivities to being, but it was only then that the King noticed an odd detail and a pivotal part missing. . . “There is no ladder!” Called King John II and much to the dismay of the gathered crowd, he was speaking the truth, prayers and whispers broke out at once and Tuvmas it seemed. . . was doomed to fail, some even surmised that it was the doing of the rumoured Grinch, they wondered if Tuvmas was truly ruined. But it was at that moment, as though their prayers were heard in an instant that a ladder had been shown by a star in the sky, many watched as it was found and spotted! None knew where it had truly come from, but none cared, they knew that no matter what, St. Lothar would always guide the peoples and the nation of Balian into the light on behalf of GOD himself, though none knew of the true origins or truly cared about the procurement of the ladder, many were instead taken by surprise and would call this a most Tuvmas miracle and indeed it was! Tuvmas had been saved! Only moments after the ladder was entirely propped by the Tuvmas tree, both with care to not see the tree damaged and to see that the King was safely held up and able to place the star upon the tree would the denizens watch as the king, guided by the shining moonlight at the top of the tree would make his way forth, eventually reaching the top of the tree and then began the countdown to the crowning of the Tuvmas tree. And so was the Tuvmas tree crowned, on the night of the 11th of Godfrey’s Triumph, in the year of our Lord 140 BA, But the events and the festivities hadn’t ceased there! For by the planning of the Lady Virosi and Temesch had called for the gathered folks around the tree to begin decorating the tree officially, those who decorated the tree were rumoured to be granted luck for what might come in the future. . . Thus we wish all, a very Merry Tuvmas from Balian, it is the time to be Merry and to be Jolly.

  8. As news and word came of the missive, the Amiratus was unable to withhold a rare smile that drew upon his features, a sigh released from himself as he eventually spoke, continuing to write upon the paper before him. "Now.. we may finally.. rest."
  9. APPOINTMENT TO THE DOMUS MINISTRI Issued by the OFFICE OF THE AMIRATUS In the year of our Lord, 138. B.A TO THE DENIZENS OF BALIAN, With the position of the Domus Ministri once in vacancy, it wasthe will of the Crown-Regent and Amiratus to appoint a successor to the former holder of the position. The Domus Minister, head of The Internal Ministry & Immigrations, is a position of high importance. To maintain the Internal standards and immigrative relations of the Kingdom of Balian on the world stage is no small feat and will require someone with great determination and perseverance. The main duties of the Domus Minitri are to conduct Land Surveys and distribution of land to its citizens. They are charged with ensuring the entire Kingdom sticks to the royal architectural standards, along with being the head of the Immigration Department, thus meaning that they must work closely with the office of the Royal-Legate and Amiratus. “The Secretary of Interior manages the various holdings of Balian. They are responsible for the Ecumene, or land survey of Balian, ensure that the land as a whole is held to royal architectural standards, and approve new constructions made by the private efforts of noble and commoners alike. They also control the immigration into Balian, and are expected to maintain an immigration office and organize events and programs to help recruit new subjects into the kingdom.” THUS IT IS DECREED, Due to the ability proven by the Lady Yelena Virosi, in not only ascending to the position when required but also proving herself as both a capable candidate and successor to the position of Domus Ministri, it is henceforth and without further deliberation that the Lady Virosi is affirmed and is raised to the position of head of the Domus Ministri proper.   10. The Prince Lothar's wails echoed and carried through the halls of the Southern Palace, sharp and unrelenting as they pierced the still air. His arrival, marked by stubbornness and impenitence, brought no peace until he was cradled in his parents’ arms. Only then did his cries subside, offering respite to the weary palace and heralding the dawn of a new age for the royal family.
  11. The depths of San Adriano were harrowingly silent as the passing has come to bear. There was no want of happiness, no sight of it for there was no happiness in a moment such as this one. The Count, No, her husband had been present during her final few minutes and he had wished such would come to bear in no other way. Only recently were matters of the kingdom were improving and now the personal affairs of the count grew to crumble. August cared little for all else at a time like this, never did they imagine that he would’ve outlived her and yet it came to pass, tears streamed down the face of the man for the first time in years, never once did he show such emotions during their married life yet finally he did. For days there was nothing but silence. Yet he had made a promise before her very passing and that he promised to honour, returning to his duties despite his time of mourning. Despite this, a candle was lit in the prayer room of San Adriano every passing night.

The Commune outlines the structure, powers, and responsibilities of both houses, aiming to improve legislative processes and ensure effective governance in the Kingdom of Balian. A. SECTION I: STRUCTURE AND MEMBERS OF THE COMMUNE ARTICLE I OF THE COMMUNE ✠ With the reformation of the Senate, the structure shall be thusly altered as opposed to a complete change. ✠ In favour of retaining the current structure of the Senate, the commune shall henceforth adopt a Bicameral system, combining the Segnoria and the Senate together in two ‘houses’. The houses are meant to symbolise their respective holders and have been renamed to the ‘upper house’ and ‘lower house’ of the commune respectively. ✠ The House of the Senate shall hold 7 total ‘Electorate seats’, elected by way of the public. ✠ The Upper House of the Commune, comprising of the Segnoria, shall hold 7 allocated seats, granted and offered by being a recognised peer of Balian recognised as, Vuiller, Ruthern, d’Arkent, Temesch, de Lyons, Novellen-Tuvia & Galbraith only. ✠ The Senate and Upper House shall operate separately. Outlined further below. ✠ By default, the Peer’s Assembly Seat is granted to the Head of house, though may be assigned to a separate member if undesired (or busy). This can be done temporarily or for a “term” though the terms only really matter for the Electorates and are otherwise a way to separate the timeframes of the commune. ✠ There are Electorate Seats within the Assembly. B. SECTION II: LOWER HOUSE OF THE COMMUNE The Legislative powers of Balian shall be henceforth entrusted to the Balianese Senate. The Senate shall be elected by the people of Balian, to serve as their lawful representatives and advise the Crown. This body will be used to represent the will of the common peoples and their desires. ARTICLE I OF THE LOWER HOUSE ✠ Upon a new session, the Lower House shall elect a speaker from among their members. To be elected speaker, a senator must be nominated by another senator and receive a majority of votes. ✠ If the Lower House fails to elect a speaker within 2 saint weeks, the Crown reserves the right to select a speaker from among the presently elected senators. ✠ The Gran Orator may be removed from office if a senator puts forward a motion for removal, and it receives a majority of votes. ✠ The power to draft, propose, and vote on legislation. Once passed, the bill must be presented to the Upper House, once passed by such, it may be presented to the Crown by the speaker to be signed into law. ✠ The Lower House may propose alterations to the Royal Codex. ✠ The Crown may refuse to sign a bill, and send it back to the Lower House for further review. ✠ The Crown has the right to veto any legislation, or motion passed by the Lower House, Upper House and Commune if deemed necessary. ✠ The Crown shall enact the veto no later than 2 saint weeks of the Senate’s vote. ✠ Vote on the appointment of Duana officials by the Crown. Once an appointment has been made, the official may be called to represent themselves at a meeting of the Lower House. The Lower House will interview the candidate, before motioning for a vote. (This right is held only by the Lower House and does not need affirmation by the Upper House of the Commune) ✠ For an appointment to be approved by the Lower House, it must receive a majority of votes. ✠ The Lower House must hold the vote within 2 saint weeks of the appointment, or it takes effect without the approval. ✠ If a candidate is denied, they must submit the reasons why to the Crown. ✠ If the Lower House isn’t in session when an appointment is made, it does not require the Lower House’s approval. It may be called for review if deemed necessary during the next session. ✠ Call for a vote of no confidence against any Duana official. If passed, the Lower House must list the reasons for the vote, and the speaker shall present the case against the official to the Crown for review. ✠ If the Crown finds the case to be credible, the impeached official will be removed from office. ARTICLE II OF THE LOWER HOUSE The Gran Orator of the Lower House shall be charged with leading the Lower House during the session, elected from among the sitting senators. They shall preside over the Lower House, organizing when to meet, and the agenda for each meeting. ✠ The speaker is entrusted with the following powers: ✠ Shall act as the chief representative and voice of the Lower House to the Crown. ✠ The right to request an audience with the Duana and the Crown. ✠ The right to preside over and call the Lower House into a meeting, setting forward the agenda for each meeting. ✠ To call for a vote on bills. ✠ If the speaker is presented with a bill and refuses to allow a vote. ✠A senator can motion for a vote if the motion is approved by a majority vote. ARTICLE III OF THE LOWER HOUSE The Lower House will advise the Crown for the benefit of the Balianese people, and the Crown in turn shall perform the following. ✠ By Divine Right from GOD, all powers flow through the Crown. SECTION III: UPPER HOUSE OF THE COMMUNE With the resurgence of the Segnoria in recent times, the Crown of Balian under the former leadership of Alexander II and current administration of the Lotharian regency does henceforth seek to split the Legislative powers of Balian and entrusted to not only the House of the Senate but also the Upper House in this effort to continue the revitalisation of an old institute. Henceforth, the Upper House will occupy the second part of the Commune and be filled with the peers of the realm themselves. To this end, the following details shall be enacted to put forth a clear guidance of rules and procedures of election affairs. As promised by the Martiel Duana, once more in my tenure as Lord-Amiratus do I seek to proclaim to the flock of Balian and those foreign into the state of the Kingdom we know as Balian. It has been a few years since the regency of the Cardinal-Regent Ivan has overseen the workings of the Kingdom and it is during this time that we have seen a return to normality, what once plagued our Kingdom and tightened around us like noose has now begun to loosen and whilst we are still not yet in the clear, the safety of solid ground, inch by inch, day by day do we begin to find our footing. Previously we had spoken to such a matter as the mood of the kingdom, a mood of uncertainty into our future yet I would hope and pray that the mood since then has changed and having entered into a new era and time of Balian, that the mood of the Kingdom is mirrored by the mood of our Cardinal-Regent, a mood of Hope. Writing this very missive to be proclaimed to the populace has ensured that my own belief is one of hope, as I conversed with our Cardinal-Regent, the word repeated numerous times and as I inquired as to what our regent believed this hope I felt was, he answered rather spectacularly, “Hope is when, at your deepest of sorrows, you become aware of the beauty of this world the LORD provides. Hope is when you know your faith cannot shatter even at the darkest of moments.” Never before had I been filled with such fervor and trust in our regent, the words he spoke to me that day, it is one that resonates with me and I pray that I am right in saying, such resonates with this Kingdom as well. Enough of such speech however. As the address into the Kingdom, this administration is vowed to offer as much as it might to the populace at large and to this very end, let it be known.
