Within the Forest City, the population arose to 60,000, their numbers increasing tremendously now. Near 25,000 were in the Guardians, now being armed with iron spears, and long-swords, but the best choice of weapon was now the bow, the Forestians grew attached to the simple device and quickly became accustomed to it, preferring it over most other weapons.
Within the political view, the Keepers of the city, The First Two, found they could not run everything on their own, and so they appointed a Council to oversee public affairs such as housing and districting, while also creating a Counsel for advice on other matters. The Council held 3 positions: The Chancellor, who ran the districts of the city overhead and commissioned defenses for each district., The Merchanter, whom oversaw all trade to other nations and internal trade and shipping of supplies, and The Craftsman, whom oversaw all production throughout the City. On the Counsel, there were 5 positions: The Trade Counselor, who advised all things within Trade, The Military Counselor, who led the Guardians and as well maintained Order throughout the City, The Overseer, who kept a watchful eye on other nations and their current happenings, listening in on news from across the globe, The Philosopher, who advised on any possible new progressive devices or theories to the rest of the Counsel, and then The Peoples' Man, who kept the Counsel up to date on what the people wished for as well as what will sate them, and what will anger them.
In Ruhenheim, the farms had grown expansively, expanding the entirety of Forestian land outside of the Forest, to the River. A market was constructed surrounding the bridge to the other side of the river, where Food, Stones, and Valuable Forest Herbs and Lumber were being offered to Honisberg. The Fort was being added to, now conjoining a section of the Docks to be exclusively for it. Here the New Ship was being built, what appeared to be equal to the size of a Man of War, but for the Forestians, it was an exploratory ship meant to travel great distances. In Ruhenheim, the Forestian population reached 10,000, making the total population of the Forestians around 70,000. With this population growing, more farmsteads were being created throughout the area, but soon it came to be realized the area would need to be governed. And upon noticing by the Keepers, they sent a Governor to take charge of the Forestian side of Ruhenheim. The Governor, an understudy of The Merchanter, quickly set up a layout for their half of the city, it would be in divisions of job, jobs including for the most part: Lumberjack, Farmer, Miner, Constructor, Merchant, Blacksmith, Craftsmen, and Fisher. Soon the Governor realized a flaw with his plan, and that was a way to keep theft down, and so he organized The Watchers with the Forestian Fort, outposts would be on every street corner and every now and again along lengthy roads. The Watchers within Ruhenheim totaled to around 2,000, unlike The Forest City however, they wore steel armor and held steel weapons.
With the news reaching the Counsel from the Overseer on the new ruler in Honisberg, the Keepers sent out a small group to Honisberg, but well armed in case of local rebellion against the new arising Emperor. They would arrive soon to Honisberg seeking audience with the new Emperor.
