Yet isn't raids part of owning a town or living in it? Bandits will never go away, never. No matter how many real tears are shed. So just start dealing with it in RP.
No, raids will never go away. Raiders simply need to realize they're RPing too and work to make it fun. Something can't be 'dealt with in rp' when fighting them off changes nothing.
Build bigger walls. You don't see Abresi or Storm's Crossing bitching about raids, because they have giant walls and have RPly prepared to be attacked.
