Royal Decree: The Rules of Campaigns Issued by King Andrik IV and Sigmar Baruch, Herzen of the Royal Duma It has come to the attention of the Crown and the Royal Herzen that kingdom elections have become more heinous and vulgar as the fatigue of war sets heavily upon our lands. It is with this in mind, rules and regulations will be put into effect on how to properly run a campaign for office. The changes will start with a 300 mina entry fee to begin your campaign, to be paid to the Royal Herzen. This set of rules is not optional nor up for debate, these are concrete guidelines that all candidates must follow. If a candidate breaks said rules, they will, pending investigation, be disqualified from running for the term and face serious fines. The rules are as follows: No attempt at bribery or the purchasing of votes is permitted. Candidates must treat their opponents in a respectful and cordial manner befitting of the electoral process. No signs are permitted to be used as advertisement due to their abuse in past elections. This is the only rule that will result in only a fine if the perpetrator is found to be guilty. The Royal Duma And The Common Man The Memoirs of the Lord Speaker, Sigmar Joren Baruch (1745) His Majesty’s Royal Duma and its longstanding history has seen many different forms before taking the present of a legislative body in 1707. Throughout its history, it has been seen as the nobility’s chance to govern over the demesne of the Koeng. It is their right, niet, their duty to take part in the governance of the Kingdom granted to them by Koeng Andrik III in his edict,“The Laws, Rights, and Decrees of the Kingdom of Hanseti-Ruska”. For decades now, in this new form, the nobility has sat in the seats of Lords as well as Aldermen, the common man has been passed by and overlooked. The very people the Royal Duma are supposed to govern, protect, and pass laws in favor of have been forgotten. It is now that I write my thoughts on the matter. Why has it gone this way? How do we change it? The common folk of Haense have been left unrepresented in the Royal Duma. The nobility has taken the seats reserved for the people and used it for their own gain, ignoring the needs and wants of the peasantry of the kingdom. Why is this?Why does the common man take no part in their government? My theory is this; because of the lack of knowledge on the Duma by the peasantry and working class they see no reason to involve themselves in the petty squabbles of Haeseni nobility. We, as government officials and civil servants of Haense, have failed our citizens and constituents by not educating them on what the Royal Duma truly is, and how it affects each of them on a personal level. Therefore, let me explain the Duma in its simplest form; a legislative body composed of nobility, gentry, and peasantry alike in which they aide in the governance of His Majesty’s Demesne. The Duma was created to ease the burden of leadership on his Majesty whilst giving a voice to the people that this Sovereign government rules over. It is not just solely the job of the nobility, nor the gentry, it is the job of all haensemen to take part in their government. The Duma is a tool for the people to voice their concerns, to pass meaningful legislation, and to protect the rights of all highlanders. It is ,however, not to be taken advantage of. Some will try weaponize this body, this is a breaking of the contract made by the king to his servants, and will result in the immediate destruction of the power that was invested in us. DECREES OF THE ROYAL DUMA Issued by His Excellency Lord Markus Kortrevich and His Lordship Sigmar Baruch and Confirmed by His Majesty King Andrik III Vymey and Hyff, 1745 | 298 ES The Farmstead Act of 1740 An act to build more farmhouses on the outskirts of the Capital city of Reza. I.) Farms will be plotted out and will be sold at 200 minas each to the citizens of Haense, with the residents living in those farms paying a tax rate of either four crates of crops or 125 minas. (five tax slips.) Which the farmer pays is their choice. II.) Plots of land near the capital city of Haense will be organized for farms, with each plot of land having a house, and the remaining land being set aside for growing various crops. III.) A total of five farms will be plotted and constructed to be sold to currently homeless citizens of Haense. IV.) This act promotes the agrarian side of the kingdom, while also increasing the number of homes available to the people of Haense. V.) This act shall come into effect upon receiving royal assent from the King of Haense. and proper construction of said houses and fields. The Brotherhood Reformation Act of 1744 By: Erwin Barclay and Aedan Capulei Due to the necessities of war, the Brotherhood Reformation Act seeks to instill new life in the Brotherhood, allowing for more interaction of nobility within the army, more access to adequate and proper training from members, as well as changing the structure of the Brotherhood in order to improve communication and unity within the ranks. A new position known as the “Vice Marshal” will be added to the Brotherhood hierarchy. The Vice Marshal will serve directly below the Lord Marshal as his second in command. The Brotherhood will be split and reorganized into two large bodies known as “battalions”. Each battalion will be under the supervision of a handpicked Commandant. Each battalion will be assigned a title for identification. The current proposed titles are “Warhammer Battalion” and “Sabre Battalion”. These names can be adjusted in the future and should ideally represent Haeseni culture and St. Karl’s history. Each Battalion will be split and composed of two smaller bodies known as “squads”. Each squad will be under the supervision of a sergeant. Each squad will be assigned a title for identification. The current proposed titles for the squads in the Warhammer Battalion are “House Stag” and “House Ram”. It is already common for them to do their part within our bureaucracies. Now it is time for them to be able to do their part in our militaries as well. This section of the bill aims to bridge the gap between the nobility and the Brotherhood rank-and-file by encouraging the involvement of nobility in Haense’s military affairs. Each house of nobility within the Kingdom of Hanseti-Ruska will be offered the opportunity to put forward a candidate to compete for a sergeant position. This candidate can be a family member or another family representative. Three of the four sergeant positions will be available to nobles to compete for. The fourth sergeant position will be a handpicked member from the Brotherhood. All the candidates that are put forward will be placed into a pool. The King, Lord Palatine, Lord Marshal, and any other relevant leadership positions will conduct a rigorous vetting and selection process from the pool before deciding who will be placed into the three sergeant positions. To prevent any noble family from monopolizing a squad and turning it into a personal levy, potential candidates will be cycled through the sergeant position. If a sergeant position becomes available due to death, resignation, or removal, the leadership of Haense will return to the pool of candidates to determine a successor. The family that previously held the position will have the lowest priority to be considered for the successor. No squad will have consecutive sergeants that represent the same family. The leadership of Haense reserves the right to remove a sergeant if they are deemed unfit to lead. Reasons for removal may include but are not limited to: Failure to consistently perform expected duties Displaying incompetence and inability Inciting intra-Brotherhood conflict (i.e. sabotaging another squad’s work).
