A Proposition To The Grand Marshal

The newly appointed Commander sits in his clan-hall, his scratchy quill echoes around the stone walls around. After a few minutes the scratching stops and all that can be heard is the cackle of the fire once again. Borin stands and seals the letter in a envelope with his own seal, then making haste to the office of Grand Marshal Zahrer, he posts it and returns to his hall.

 

On opening the letter reads in common tongue for dwarves don't write how they sound:

 

 

"This letter is addressed to the Grand Marshal and him only, 

 

Zahrer, it has come quite apparent to me in recent practices and confrontations that the Legion is in concern. This I am sure you are aware, so together I feel we can work towards a solution to our predicament. Putting it bluntly we have no discipline within our ranks. I have seen both of us in command so I am assured that this is no part to my personal technique, but it must change. The Legionnaires don't concern themselves with the consequences of defying orders and not upholding the simplest of commands that they learnt in their first day of training. Only yesterday did I witness a Lieutenant, one of your officers defy my command of making a line, in fact he took comedy in sabotaging a Legion practise. This is unacceptable. After reading up on the Legion I have not seen any in depth law or rule stating punishments for such a crime, so here is my proposal. Hopefully it will deter trouble makers and "Defyers" from doing this again and helping commanders deal with it.

 

Upon Starking or defying an officers commands the perpetrator may be punished on the following, each punishment is valued to the amount of times they have committed one of these acts:

 

I: Honor may be retracted from the Perpetrator. 

 

II: The perpetrator may be demoted from their current rank.

 

III: The perpetrator may be removed from the Legion.

 

The previous punishments may be carried out by any Commander if they deem necessary to the situation.

 

I hope the terms of the proposition you will deem to be fit for practice, if you deem them unnecessary or 

incorrect please contact me. The letter finishes with a neat signature and a seal.

Zahrer doesn't understand cuz this is how it works already.
