What are the rules, if any, regarding the need of hands to perform magic? Does it depend on which magic it is? Are they needed at all? Thanks.

You can use your magic if your hands are not restrained. Numbness, as far I know, does not count. You have to be tied up, shackled, cuffed, whatever. 

 

If you can't use a blade, you can't use magic. ((You can still technically use a blade when your hands are numb or cold. I'm not sure on it though. Ask an LM.))

Ok, I assume this means that someone born without limbs would be unable to use magic?

....That I don't know about, but I don't know of any disorders that cause you to be totally limbless.

Hands are not required. It is just that mortals are so led by the actions of their hands that it makes the perception of using magic much easier to focus through them. Just as a staff is not required, it just creates a good focus point.

 

Certain magics do have limitations about being bound, however.

So far as I know there's no set, concrete rules about using your hands while performing magic, however for the sake of fairness I personally RP magic as being predominantly done through hand motions so that if someone goes to the trouble of tying my character up it will have an effect.

Wonderful! Thank you, in the future you may see a limbless beardmancer who walks with his facial hair. Would anyone happen to know if telekinesis requires hands?

Telekinesis does not require hands! The high elf which invented acid lost both of his hands and through help and enchantment, created silver hands which he could move about as it was his by the use of telekinesis! Silvos was pretty cool about that.
