There used to be a race of cat people in Athera which name I can't remember. What happened to them? Why can't you play as a cat person now? Were they deleted?

The Kha are still around and they live as a vassal race under the nation of Vandoria, which you can access by taking the Caliphate fast travel from Cloud Temple.
