How do civil war (claims?) work

Is there a format for how civil wars occur, razing cities, and taking control of land? Would it require a warclaim? Can they happen? Is it a bannable offense to start a civil war?

Completely depends on the nation in question. If it was a nation like haria with a single city it would probably just be siege type war claim. Oren it would be very close to a regular war with skirmish and sieges for tiles and fortress. The War Rules apply to both Civil wars and regular wars so yeah and Civil wars are filed the same way. Rebels can apply for certain rights while at war. Like at one point they could have there own fast travel etc etc. Hope this was what you were looking for but as I'm not perfect I would recommend referring to the war rules section

In a civil war you just nick the otheres region by tactically placed region owners that can overthrow the main region owner ;)

You can make a totally bogus lie saying you are the region owner and take the land, till the staff calls you out and takes it away again.
