In the pursuit of beneficial conjoinment, it falls to the Council of the Citadel to determine the alliances and allegiance of the Citadel of Arcadia. In said pursuit, the decision of the conjoinment falls to heavy discussion and extensive revisement of written terms. Following the meeting of the esteemed members of The Council and other Arcadians, these terms are transcribed for immediate implementation and thusly named The Arcadian Accords:

  • In the event that the Grand King of Urguan resigns, passes, or is otherwise reverted to a position in which he/she is no longer the sovereign of the Grand Kingdom of Urguan, these accords shall be considered null and void and the Citadel of Arcadia and the land it resides upon shall revert to its original status as an independent guild free of all nations.

  • Upon the rightful election of a new Grand King, these accords may be renewed and reinstated. In such an event, the previous point shall be nullified until such a time when it again applies.

  • The Citadel of Arcadia and its ruling council shall be completely ruled and managed by said council, answering only to the rightfully elected Grand King who has renewed and signed these accords.

  • The lands and holdings of the Citadel of Arcadia and its Council will hold to the laws of the Grand Kingdom of Urguan but shall be entirely policed by their own entities.

    • On this point, military and political entities other than that of the Grand King may not hold jurisdiction within the lands and holdings of the Citadel of Arcadia.

    • Should a lawbreaker be present within the holdings of The Citadel, they may be captured by the Arcadian law enforcement but must be extradited to the Grand Kingdom for their punishment.

    • The Council will also reserve the right to expel and bar anyone they deem unfit to remain in The Citadel save for the Grand King.

  • Any request made of The Council of Arcadia must be discussed by The Council as for whether or not it is of importance or goes toward the well being of The Citadel of Arcadia and its residents. Any request made of The Council that is determined to have a negative correlation with the will of The Council can and will be denied if it seen fit by the majority of The Council.

    • In clarification, this term is set with the idea of refusing the requests for equipment free of charge as well as any form of legislation that directly hinders The Council and Arcadian citizenry.

  • The Citadel of Arcadia shall be noted as an institution for learning and research, not a political entity. As such it has no direct affiliation with any specific clan or race for that matter, all who are seen fit are welcome to become part of The Citadel at any time should they desire it.

  • At no point shall the Grand King force the citizenry of The Citadel into military service nor shall he make demands that the research of The Citadel be turned towards the ends of militarization, conflict, or violence.

  • The lands and holdings of The Citadel will identify themselves as those of the Grand Kingdom of Urguan and fly the banner of the Grand Kingdom alongside those of The Citadel.

  • In order to present greater opportunities for the citizenry of Kal’Omith and the rest of the Grand Kingdom to interact and benefit from the research and presence of the Arcadians, an embassy of sorts will be granted to The Council from which they may operate within the capital of the Grand Kingdom.

    • It is suggested that said area will be the Temple of the Brathmordakin as designated in the original Hall of Urguan, or the area to the right of the bridge of the throne hall.

  • By the grace of the Grand King, The Citadel will act as the official magical entity of the Grand Kingdom of Urguan, overseeing all matters of the arcane or otherwise abnormal.

    • In this regard, the leading member of The Council will bear the title of Arch-Runelord.

  • Should it become necessary by The Council or The Grand King to add, edit, or remove a term from this document, it shall require the agreement of both parties to make such a change.

Signed and implemented this day, the 14th of The Deep Cold, 1593:
