Amendment One, Return of the Laurir

Under the Sohaers word and reformed Council the motion to remove the Ellir Reforms Motions One, Two, and Three is passed unanimously.  Along with with the removal, the Council is issuing to the public the ameliorated Haelun’or Law and Government documents. These are our guiding principles and laws. Simultaneously the motion to pass the following Amendments was approved.


 

The council will understand that a First Class Citizen of Haelun'or will be those who:

  • Are pure-blooded Mali'aheral.

  • Have vowed themselves supporters of the High Elf ideal (maehr'sae hiylu'ehya) and promise to uphold its customs.

  • Have shown an elementary understanding of the Elven Tongue (san'Mali) and are able to speak basic sentences.

  • Voting Citizens must be present within the community, and contributing members of our blessed society.

  • May vote if they possess a home (lin) within Haelun'or or its governed colonies or share one with exclusively other pure-blooded Mali'aheral.

 

The council will henceforth distinguish between a first, second, and third class of motion.

Class one laws include:

  • The creating or breaking of treaties, trade agreements or embargos

  • The declaration of war.

  • Any fundamental motions that clearly add or subtract from the Mali'aheral governing ideal, maehr'sae hiylu'ehya.

  • Any laws that account for a policy or disposition change of the entire subrace towards any affair, be it internal or external.

  • The addition or removal of any First or Second Class laws.

  • The removal or modification of any point within the Ellir reform.

Class one laws require a unanimous vote by the Council to enact considering their importance and possibly life altering agendas. If vetoed by the Maheral it goes to a public vote.

Class two laws include all decisions not falling within the profile of an individual Okarir, the Sohaer, or the Maheral, nor are mentioned as a class one law. Any class two laws may be passed via majority four to six majority. If vetoed by the Maheral, it is considered a first class law and the Maherals veto can only be overturned by a full unanimous vote of the council.

The Heial'thilln shall consist of:

  • The Sohaer, whose single vote serves as a tiebreaker.

  • The Maheral, who is consulted for matters of tradition and is allowed to veto referendums, amendments, or additional laws, etcetera.

  • Two Medi’iran, who are each allowed to cast a single vote and veto any Sohaer decisions regarding referendums, amendments, or additional laws, etcetera.

  • Four Okariran, allowed to cast or withhold a single vote.

 

Any Citizen has the right to audit any meetings held by the council, except those excluded by the Sohaer, but are not entitled to speak or cast any votes.

It shall be within the duties of the council ito:

  • Meet no less than once every twenty-one elven days

  • Only continuing each meeting if it is valid, requiring that at least 3 of the Heial'thilln are present.

  • To discuss any Laws and release these to the public for referendum upon previously mentioned and defined request. If not all the members are present they have the right to be contacted via letter to place their vote and/or speech.

  • To vote upon and pass any First, or Second Class Laws

  • To begin upon the maehr'sae hiylu'ehya and ensure it is being followed by all Citizens.

  • To serve as a teacher and guide to all citizen when opportunity allows.

It shall be within the duties of every individual council member to:

  • To vote in referendum on removing a member of Elheial’thilln should they be found to act against the better interests of Haelun’or. The vote requires two-thirds of the council to pass.

  • To forfeit their position from the council if absent for two elven years without previous notice to the Council or her citizens.

 

Additionally the voting power of the Sohaer is officially changed from one vote to two votes in all matters regarding Council voting. With this addition the removal of the Uthir position, and implementation of the old Sohaer position is voted into place which can be found below:

Head of the Government and Head of the State, both as a representative of the people, and an outright physical symbol of Mali'aheral authority.  Where our Maheral will stand for custom and tradition, the Sohaer shall be the embodiment of governance. With the outright advantage of power over The Silver Council, the Sohaer bears great responsibility.  He or she bears the weight of order, and the one elected to this position must possess the strength to protect the city above all else.  For he or she will be the first pair of hands always, to uphold Her. Due to their great responsibility, citizens are encouraged to refer to the Sohaer as “Laurir.”

 

Duties of the Sohaer

1.) Consultation.  While the Sohaer presides as the head of government, he or she is obliged to seek the advice of fellow authorities.  The councilors who have seats of power should be sought out before large decisions are made, to better inform the wisdom of the Sohaer himself/herself.

2.) Status.  The Sohaer claims the right to differentiate between times of war and times of peace.  Without a stated declaration from the Sohaer , the City cannot engage in national conflict. The declaration of war must be voted on by the Council after the Sohaer introduces the motion for a declaration of war or peace.

3.) Diplomacy.  The friendships of our Nation are tied directly to Her fate.  Thus, in the Sohaer rests the ability to choose our state’s official allies and enemies.  No tie between our nation and another can be made without the approval of the Sohaer . Also, the Sohaer conducts visits from emissaries and representatives from alien nations alongside Elhieal’thilln. All inquiries on the national level by diplomatic meeting are to be attended by the Sohaer , and ambassadors may be appointed at his discretion.

4.) Guidance.  Referendums must be signed into the law by the Sohaer.  Ratification of law is vested in the signatory of this position.

5.) Appointment.  In the case of exceptional vacancy of an Elhieal’thilln, the Sohaer may appoint any Mali’aheral of impeccable record to hold the seat.

6.) Dismissal. It is the duty of the Sohaer, with the agreement of the Maheral, to dismiss inactive or incompetent Medi’iran and seats of Elhieal’thilln. The motion to dismiss a council member must have two thirds vote of the Council to pass.

7.) Veto.  It is the reserved right of the Sohaer to veto any decision made by the Silver Council without unanimous agreement from the Medi’iran or the Maheral.

8.) Pardon.  The Sohaer holds the power to pardon any individual found guilty of a crime in Haelun’or, allowing them to return and begin the path to purity.
