Which is a problem that needs to be fixed.  Many people have been given second chances on this server and they have proven to never changed their ways.  It is obvious that this situation isn't going to suddenly be different and better, and besides, he didn't even get his full sentence.

Permanent bans aren't needed since people change with each punishment, long bans are needed instead. He should of been banned for 6-8 months for what he did but the staff rewarded his bad behavior so now it's destined to repeat.

Again, when you reward bad behavior it tends to repeat. Discipline a server full of fourteen year olds and the bad behavior dies down.
