Fimlin 1997 Share Posted April 24, 2019 The Kjell Act V2 Preface <=-<=-=>-=> In times where it is necessary for the Dwarven people to take up fortified lands so that Urguan’s people may be protected, it is also necessary to ensure that the Dwarven people stand behind these fortifications, and not extended far out where they are exposed and separated. In times of less Dwarven population it is also necessary for the productivity of our people to concentrate our population and resources into central locations where dwarves can be in plentiful amounts. To this end the Kjell Act V2 shall aim. Provision I: Concentration in the Under-realm. <=-<=-=>-=> In order to concentrate the dwarven realm, No fortifications, holdfasts or large structures may be constructed above ground. Instead all efforts shall be focused into the Under-Realm. In addition no large swaths of land shall be sold above ground. Provision II: Exceptions to Concentration. <=-<=-=>-=> The Hefrumm, and all Forest Dwarves are an exception to the concentration and are free to build freely above-ground. Royally approved farmsteads and ranches are also an exception and may be built above ground. Provision III: Authority of the Kazak’Nozkron to Return Wayward Dwedmar. <=-<=-=>-=> The War Council [Kazak’Nozkron] shall be vested with the authority and responsibility to return lost dwarves living outside the Under-Realm’s lands to the dwarven controlled lands where they may be protected and also contribute to the dwarven nation.
