I wish the Haeseni people well on this day as I issue my first address to the nation. With the resignation of the right honorable Terrence May, His Majesty has summoned me to the Prikaz and has instructed me to form a Government on his behalf. I have humbly accepted his most gracious offer, and as such, I go forth with a mandate to improve this kingdom and ensure that its greatness shall endure for generations to come.

 

Having served the kingdom as a public servant for many years, I have been bound by honor to remain as politically impartial as one can possibly be. My tenure as Councilor Paramount and Lord Speaker of the realm had demanded such of me, but I can no longer do so as per the traditions of the realm. I therefore wish to make known my intention to sit with the Centralist Bench in His Majesty’s Royal Duma, as it is a custom for a new Lord Palatine to declare such after assuming his mantle.

 

But while I do intend to sit on the Centralist Benches, I must emphasize to the realm that I intend to hold and practice my own distinct political philosophy while serving as the kingdom’s premier. This Government is to be a moderate one. It shall not be afraid of reform, nor shall it be intimidated by those reformists who seek to go too far. We shall formulate our policies based on what we believe will be best for the realm, not on what we believe will best benefit our own personal interests. As such, I intend to reach out to all three benches for ideas and support to implement the ambitious agenda that I intend to pursue as the Palatine of this great kingdom.

 

In many ways, our country has prospered since the end of the War of the Two Emperors. Under the Vyronov and May Governments, the realm has gone from a land filled with shortages and political uncertainty to one of the most prosperous in all the Empire. But in others, we have become complacent... 

 

...Under the strong leadership of the Lady Maer of Reza, the beating heart of our nation has been restored to its former glory. But while a body might rely on its heart for strength, the health of its eyes and limbs are of equal importance to it. The forgotten man in the countryside shall no longer be neglected, for we all bleed the same sacred Highlander blood. Every man deserves a chance to make something of himself in this kingdom, and the Crown shall use the entirety its power, its majesty, and its might to ensure that all members of our society might share in our newfound prosperity.

 

We therefore propose a strong agenda, one which shall improve upon the work of my predecessors and bring the Kingdom of Haenseti-Ruska into a bright new age.

The Priorities of His Majesty’s Royal Government

Domestic

• The Festival of St. Heinrik - The Government has deemed the re-establishment of this long lost Haenseni tradition to be of paramount importance to the stability, prosperity, and cultural integrity of the realm.
  
  A national festival shall therefore be held within the realm every two Saint’s Weeks, to be cycled between the various vassal holdings of the kingdom. Bids shall be placed by the landed nobility for the great honor of hosting the festival in their lands, and shall control it based on the specifications provided the Crown.
  
  Teams shall be created and allowed to enter a variety of sporting competitions. These may be based on military squadrons, guilds, noble houses, and other such organizations. The winning team for each sport shall be awarded royally sanctioned medals, a testament to their victories from the tourney.
   

• An Inspection of the Noble Estates - For too long, the vassals been left to their own devices. The development of rural areas and economic growth has been ignored by previous Governments for many decades, a massive blunder on the part of previous Governments. His Excellency, the Lord Palatine of the Realm, has therefore deemed it both necessary and proper to chair a commission that shall inspect the noble estates and meet with the landholders of the kingdom in order to determine ways to do such.
  
  This is to be done alongside the Lord Kastellan of the Realm, and both offices are to coordinate with each other during their travels in order to create a summary of all holds in the Kingdom of Hanseti-Ruska.
   

• The Establishment of an Intervassal Commission - A commission consisting of the lords of the landed nobility shall be created in order to advise and inform the Lord Palatine and the Crown as to the conduct of intervassal affairs and encourage prosperity throughout the greater realm.

International

• Diplomatic Efforts - We believe that a healthy relationship with our fellow vassals within the Empire is key to the continued prosperity of the Kingdom of Hanseti-Ruska. As such, the Lord Palatine shall regularly engage in efforts to visit and learn about the realm’s neighbors, further improving Haense’s image on the imperial stage and increasing awareness of the Highlander culture abroad.
   

• A Return to the Spice Islands - The Government sees great potential in a revival of Haense’s exploration endeavors in the seas of the south. A ship of the finest quality is to be constructed following completion of the new royal capital for the venture, and a royally sanctioned captain and his crew are to make a return to the Spice Islands for the first time in several decades to examine the land and determine if it is ripe for the establishment of a royal colony.
   

• The Matter of the Canal - With a mandate from His Majesty, King Andrik III, the Palatine shall order the civil servants and architects of the realm to assist in constructing the planned canal negotiated under the May Government.
  
  While this Government is skeptical of mass transportation initiatives, the benefits of such a connection between our two realms far outweigh the potential costs. Therefore, this project must be completed for the good of the realm as per the wishes of our King.

While we as Haenseni may have our differences, it must not be forgotten how much we have endured together, or how much we have built together! And as the new Lord Palatine of all Haensemen, I shall ensure that we continue to remain a strong and proud people in the coming years.

For we are two kingdoms, united together under one banner, one royal family, and one GOD. We must never forget where we have come from, nor can we forget our common heritage and our common cause. For whether we be Raevir or Hansetian, of noble or common blood, we are highlander men of the north.

 

I thank the subjects of the realm for taking the time to read this proclamation, and look forward to serving His Majesty and his people for many years to come.
