HOUSE of ELECTORS
of the
COMMONWEALTH of KAEDRIN


Organized by His Excellency, Godwin Myre, Secretary of State of Internal Affairs
Affirmed by His Royal Majesty, Adrian I, King of Kaedrin

 

Foreword

 

In accordance with the Instrument of Government of the Commonwealth of Kaedrin, the constitution of this kingdom, that sets the foundation for matters of law, regulation, and governmental organization, this document does serve as the framework for the institution known as the House of Electors. This chamber, one of two encompassing the Diet, is empowered by the constitution, and charged with being a body of the peerage, to meet to consider and vote upon forwarded from their sister chamber, the House of Commons, before becoming law upon achieving royal assent, and to vote for an eligible candidate for the position of King upon the death or abdication of the previous monarch.

 

Structure of the Chamber

 

Upon its organization in 1734, the House of Electors shall be comprised of a fluctuating number of members whose seats are gained by extension of their possession of a landed title within the realm, thereby defining such individuals as members of the peerage, or simply as peers. These individuals shall sit until death, abdication, or the removal of their title.

 

The House of Electors shall be presided over by the Lord Speaker of the House of Electors, who shall be elected by majority from within the membership of the House of Electors, to serve for life or until abdication or removal from the chamber, and who shall be afforded a singular vote to be used solely to break a tie, to be cast in a vote for King, or to achieve a quorum when attendance at an assembly is lacking.

 

The authority of the Lord Speaker shall be topmost in their chairmanship of all assemblies of the House of Electors, and their word shall be final in the proceeding or tabling of propositions, debate, and votes, and they may only be overruled by the King whose authority to call and dismiss assemblies of the chamber is absolute. As well, the Lord Speaker shall be the only individual within an assembly of the House of Electors who may be armed, and they may only make use of said arms as a final measure to keep the peace within an assembly.

 

Order of the Chamber

 

All assemblies of the House of Electors must be presided over by the Lord Speaker, or an individual appointed as Deputy Speaker from within the membership of the house in the absence of the Lord Speaker. The order of events of all assemblies of the chamber shall be as follows:
The assembly is called to order and a roll call is conducted.
If the assembly is lacking a quorum, even with the Lord or Deputy Speaker, the assembly shall be dismissed.
Pressing votes, such as those for the King of Kaedrin, shall be conducted first.
After voting, where applicable, the Lord or Deputy Speaker shall then address acts forwarded the chamber for consideration.
After forwarded acts are considered, the Lord or Deputy Speaker shall then open the floor to propositions from the chamber.
Once all business is finished or tabled, or an emergency has arisen, the chamber shall be dismissed.

 

Regulations of the Chamber

 

I. Under no circumstances may a non-peer of Kaedrin hold a seat on the House of Electors.
II. Under no circumstances may a member of the House of Commons, or a commoner of Kaedrin, hold a seat on the House of Electors.
III. Under no circumstances shall the word of the Lord or Deputy Speaker be disregarded lest it contradicts or is overruled by the word of the King whose authority over such is absolute.
IV. Under no circumstances shall any member of the House of Electors bear or brandish arms within an assembly save for the Lord Speaker acting in defence of the chamber.
V. All votes on acts forwarded the House of Electors must achieve a simple majority of members present to pass.
VI. All votes on propositions for laws or regulations conducted by the House of Electors must achieve a simple majority of members present to pass.
VII. The Lord Speaker may veto any vote that passes the House of Electors, lest that vote achieves a two-thirds majority of members present, in which case it cannot be vetoed.
VIII. Any veto issued by the Lord Speaker may be overruled by the House of Electors with a two-thirds majority vote of members present.
IX. All changes to the framework of the House of Electors require a two-thirds majority vote of members present at an assembly, and approval of the King.
X. An eligible candidate for King must achieve a simple majority vote of members present to be elected as the new monarch.
XI. The currently reigning monarch, Adrian I of House Helvets, bears a seat on the House of Electors by virtue of his concurrently held Cathalon title, which is inherited automatically by his eldest eligible son. In the event that a previously existing Elector is not elected King, the King shall not hold a seat in the House of Electors.

 

Membership of the Chamber

 

Considering the indefinite membership held by the peers of the realm, their names shall be listed here and struck-through in the event that they no longer hold their seats. If the reigning monarch possesses a seat they shall be denoted with a single ‘K.’ before their name, the Lord Speaker shall be denoted with a single ‘L.’ before their name.
