Placed a charter. Server does not register charter as there, and thus we can not sign it.

The charter was named  Asimu’lei. But as seen above the server does not register this charter as an actual settlement. Meaning we can not sign the charter. But the charters tile has been placed down already. And could be used fully if we were able to run this command in game. But we can not.
