The Representation of the People Act of 1755

Issued by Alderman Osvald Barclay

I.) All those who are the occupying patriarch of a noble house shall not serve as the holder of an elected Duma seat.

II.) All those who are the dynasts of the royal family shall not serve as the holders of an elected Duma seat, except cadet houses of Barbanov within the royal peerage of Hanseti-Ruska.

III.) A new elected seat by the name of ‘Tribune’ shall be created to sit as a representative in the Duma. A Tribune-aspirant must be of common birth, spanning from a peasant to the rank of a burgher, with nobility and gentry of the realm being barred from running. If the Tribune's vote is in any way deemed to be influenced unduly by their liege lord, as determined by the Herzen, they may reverse the vote.

*IV.) The Tribune seat will replace one of the alderman seats, effective after the next election cycle as of 1755.

V.) The patriarchs of the noble houses are currently over-represented within the Duma, while the representation of the people within the constituencies are in a decline. This reform shall serve to bar the occupant patriarchs from gaining elected seats within the Duma, because of their already-present seats, so the people may be adequately represented, solving the issue of plural voting.

* = Included in the Regent’s amendation of the act.

The National Language Act of 1755

III.) This act would also encourage government and church officials to use more of it in official government works, such as the titles of the Aulic Council, the titular titles of nobility, as well as the common words that Haeseni are taught when they are young by their parents such as Da, Niet, Spasibo, Dravo, etc.

The Karl and Nikolaus Act of 1755

Issued by Lord Sigmar Baruch

I.) This act would result in the erection of a new statue of St. Karl. The statue shall be located in the courtyard of the Royal Palace in which houses the Brotherhood of Saint Karl.  This is necessary for their promotions and is a symbol of what the brotherhood should be like.

*The erection of the statue for Nikolaus Kortrevich was vetoed from the original Act by His Excellency, Otto Sigmar. Therefore, the name ‘Nikolaus’ seems oddly incoporated into title of the bill.
