Edict of the City Clerk, 1764

Issued on 14th of Owyn’s Flame, 1764

 

I . ON IMPERIAL SOLDIERY HOUSING AND TAXATION

  • For the noble sacrifice and devotion that the members of the Imperial State Army continuously display, it is the opinion of the City Clerk that such men deserve the utmost loyalty and respect for their service.

  • As such, effective immediately, knowing that in no way this action by the city would ever fully repay the debt we owe to our soldiers, the City Clerk does offer a 25% Tax Reduction to all Enlisted Soldierly above the rank of Recruit, and all Officers of the ISA a 50% Reduction.” ((These cannot be stacked or compounded. One exemption per property, regardless of how many residents qualify for this reduction))

  • The Quartermaster of the ISA will be responsible for providing an updated ledger of enlisted ISA Soldiers that qualify for these exemptions.

 

II . ON THE IMPLEMENTATION OF TEMPORARY MERCANTILE CARTS, WAGONS AND STALLS

  • While Trade and Mercantilism continues to thrive within the walls of Helena, one might find a lack of availability of Physical Buildings to display goods and services quite discouraging. To remedy this, the City Government will allow the construction and utilization of Merchant Carts, to be placed within the Mercantile Districts of Helena.

  • The Deputy City Clerk will oversee, to a degree, that the issues of merchants and shopkeepers are brought to the attention of the Stewardry, and, when needed, represent them as a collective in municipal affairs.

  • Those interested in renting one of these temporary carts may seek out the Clerks, or the City Clerk of Helena.

  • Pricing (per Cart): Cart Permit: 400 Mina, must be renewed Semi-Annually. ((Will not be charged tax, however to extend your cart if needed you'll be given a box alongside the tax chests to pay with Tax Slips.

 

III . ON THE CURRENT HOUSING CRISIS

  • The City Clerk and his Stewardry are looking into options to address the current housing crisis, and as such will convene in Varoche Hall in the coming Saints’ Days to discuss expansion. As such, we do invite the following parties to attend: 
    • The Duke Helena, and His Staff
    • The Office of the Mayor of Helena, and Staff.
    • The Office of the Commissioner of Urban Planning, and Staff.
    • The Livery Companies of the City of Helena Corporation
    • The Concerned Citizens of Helena.
