INTERIOR REFORMATION EDICT, 1768

INTRODUCTION:

 

After his recent appointment as Secretary of State for the Interior Jasper Carrington noticed the need of reforming the Ministry of the Interior’s internal structure to increase its technical efficiency and to ensure the prosperity of the City of Helena.

 

SECTION I: MUNICIPAL REFORMATION

 

The first paragraph of the Section I of the Helena Municipal Reformation Edict of 1752 is to be amended as follows:

Chaired by the Lord Mayor, the Helena Livery Board acts as the collective representative legislature for the citizen body of Helena. There are ten seats within the assembly to be filled by Livery Masters, who are elected by the members of their respective companies in accordance with the Livery Companies of the City of Helena Edict of 1762. The Livery Board is charged with the creation of statutes, budgets, regulations, and writs of the City of Helena. The Secretary of the Interior reviews the livery legislation passed by the Livery Board and grants or withholds administrative assent. 

 

The first paragraph of the Section II of the Helena Municipal Reformation Edict of 1752 is to be amended as follows:

The Lord Mayor of the City of Helena is elected by popular vote every four years to head the municipal government, with the election being organized by the Ministry of the Interior. The office comes with it an expansive number of powers, and with it an immense responsibility for the everyday governing of the City. The Lord Mayor is granted a seat on the Helena Livery Board, as its chair. 

 

The first paragraph of the Section III of the Helena Municipal Reformation Edict of 1752 is to be amended as follows:

The City Clerk of Helena is appointed unilaterally by the Secretary of State for the Interior. He co-chairs the Helena Livery Board along with the Lord Mayor, and is a voting member.

 

A new Section V is hereby created in the Helena Municipal Reformation Edict of 1752 to be read as follows:

On Municipal Authority

The Lord Mayor and the City Clerk of Helena have equal authority and are legally employees of the Ministry of the Interior and therefore subject to the orders they receive from the Undersecretary and the Secretary of State for the Interior. If a conflict arises between both of them or between any other municipal authority, the Undersecretary or the Secretary of State for the Interior arbitrates between the two and casts a verdict that is binding for all parties. 

 

SECTION II: CREATION OF THE SOUTHERN DEPARTMENT

 

VICE UNDERSECRETARY OF THE SOUTHERN DEPARTMENT

 

The Vice Undersecretary of the Southern Department is a position within the Home Office charged with assisting the Secretary of the Interior in overseeing ministry works within the Pale of Aldemar and its subsidiary territories. To this end, the Vice Undersecretary is to be a resident of the department with the capability of travel between it and Helena. The Vice Undersecretary shall aid the requisite elected and executive bodies of the department in the discharge of their duties. These duties may include liaison work, the acquisition of necessary materials and manpower, and more. 

 

The Vice Undersecretary shall report to the Undersecretary or Secretary of State for the Interior to deliver a bi-annual report of events within their department.

SECTION III: CREATION OF THE OFFICE OF FESTS AND MERRIMENT OF HELENA

 

In order to promote the organization of events in the Imperial City of Helena, the Ministry of the Interior does hereby create the Office of Fests and Merriment of Helena. This committee is part of the Municipal Office of the Ministry of the Interior and acts as the planning body for all the major events that take place within the City of Helena. 

 

The Office of Fests and Merriment is provided a recognized budget at the approval of the Interior’s administration to coordinate pending events. Additionally, the office is responsible to maintain the annual event schedule, and to publicize and announce approved events.

 

The following individuals can accept new members into the Office of Fests and Merriment of Helena: the Secretary of the Interior, the Undersecretary of the Interior, the Lord Mayor, the City Clerk, the District Attorney, a Livery Master, and a current member of the Event Committee of Helena.
