With the appointment of the new Herzen of the Royal Duma, the government of Hanseti-Ruska seeks to improve the efficiency of the chamber, and the legal process. To ensure the continued success of the Royal Duma, Herzen Osvald Barclay, with the approval of King Sigismund II sees fit to issue these reforms to the chamber.

 

ADVISORY BILLS

While there Royal Duma always held the mandate and responsibility to advise the King on policy, there has been no legal groundwork for the Royal Duma to carry out this function. In order to remedy this issue, the Herzen sees fit to introduce a new type of bill, that shall be used to counsel His Majesty on matters of importance, aptly named ‘Advisory Acts’

  • Advisory Acts shall be used to directly inform the King on the opinion of the Duma on matters of import.

  • An Advisory Act may be introduced through two methods;

    •  The Act may be called for by the King, if he seeks counsel.

    • An Act may be introduced by a sitting representative in the Duma, with a minimum requirement that two other co-sponsors support the motion.

    • The Herzen may introduce an advisory bill.



 

REPRESENTATIVE DELEGATION

  • Each representative in the Duma are hereby required to designate three people to sit in their stead, in the event that they are not able to attend.

  • The chosen representatives shall be approved by the Herzen. They shall reserve the mandate to represent the seat of the absent parties, based on their priority, as directed by the owner of said seat.

  • In the event that the three representatives are not present to sit, the process shall delegate itself to the original method of kinship, or confirmed presence.



 

REPRESENTATION OF GENTRY

  • Two new seats shall be introduced in the Royal Duma, to accomodate for the growing gentry class within the Kingdom of Hanseti-Ruska, who do not hold any peerages.

  • These seats shall be known as ‘Patrician Seats’

  • In order to be qualified for a Patrician Seat, aspiring Houses must complete these requirements;

    • Must either have a Knight within the household, or previously have held peerage within Hanseti-Ruska.

    • Must have a minimum of five family members in active involvement with the Kingdom’s affairs.

    • Must have a representative motion for their addition into the Duma.

    • Once these requirements are met, the Duma may hold a vote on the addition of the gentry seat into the Duma. This vote must succeed with a ¾ majority. 

  • The addition of the seat must have Crown approval after the vote passes.

  • There must me a maximum of two such seats within the Royal Duma.

  • If the vote succeeds, the leader of the household shall be referred as ‘Patrician’


 

THE BILL OF REFORM

  • If the Herzen sees fit to seek approval of the Duma on reforming the process of the chamber, they may introduce a ‘Bill of Reform’

  • A Bill of Reform is a Duma-approved edict.

  • The Herzen still reserves the right to reform the Duma with the King’s approval, without a Bill of Reform.

 

THE PUBLIC PLATFORM

  • The Public Platform reform shall allow a non-representative, to have the floor at the Herzen’s discretion.

  • A citizen may have the floor through two methods; 
    • A representative may petition the Herzen to give a citizen the floor. 
    • A citizen may petition the Herzen to have the floor, prior to the sitting.
  • The citizen may talk about issues within the Kingdom and advise the chamber. They may not present a bill, but they may urge a representative to present a bill on their behalf.

 

DEBATES

  • In addition to pre-election debates, now existing representatives may be called up for a debate.

  • Town hall meetings shall be introduced to the process. Elected representatives will be able to talk to their constituents about policy.
