.~ Year 13 of Second Era ~.

The Ministirio De Justicia presents the Council Conduct. To ensure productivity at any Cartagenan council, its members and spectators must have manners and follow rules.
Productivity is speed and efficiency, thus our meetings must be. The Trade Baron should appoint a speaker of the Council, be it himself, or any other, as long as the appointed
has the status of councilor. Bellow are the rules a councilor and a spectator must follow.

I.  Any member shall speak only when the speaker grants them the priviledge. To be granted this, the councilor or spectator must raise his or her hand.
II.  The individual must have manners and never insult another member of the council or of the commoners.
III.  The speaker has the right to remove any councilor or commoner at will. If one refuses to do so, he or she shall be removed by force and possibly charged for breaking the law, under
the charges of
Title II, Section II.I, subsection II.I.I and II.I.IV.
