Advising the Royarch, the Royal Council handles matters on her behalf, filling a variety of roles typically only of nobility and those elevated in their station through participation in the city's meritocracy. Beneath the Royal Council, the Noble Council deliberates on matters of policy, law, and more minor matters that are then brought before the Royal Council and the Royal Family for enactment. The Noble Council additionally handles and votes on the issues brought to it via the Leyusil Congress, a council of commoners and aristocracy working to improve the city. The city is divided into private businesses, public facilities, the Divadri (Military), and the Talyiinist Faith. The latter comprises numerous scholars, mages, artificers, hunters, and more, while the Divadri consists of the legendary Diraar, who mercilessly maintains law and order.
