Progress should be linear, not circular. In recent years, The Silver State has been a land of many troubles; one of stagnancy, coups, and woefully empty streets. Our Silver Sanctum lay silent.  History did not even repeat, progress was neither linear nor circular; it was wholly stationary.

 

No longer.

 

With the convergence of Elheial’thilln, and our city’s greatest minds, we turn over a new leaf and bid farewell to what we once were.  As time has passed and cultures have adapted, Haelun’or’s views have remained alarmingly unerring. A grave error and one that has been repeated time and time again, for centuries at a time.

 

By the hand of the Sohaer and the guidance of the Maheral, we rise anew.

 

We become a city of progress once more.

  1. The Silver State offers its most sincere gratitude to Cresence Sythaerin for her countless years of service as Okarir’maehr. Mrs. Sythaerin, after a long and fruitful tenure, has determined that her tenure has come to an end. During her time as the head of the Eternal Library, she along with her dutiful Tilruiran, were able to reorganise and relocate over two thousand unique volumes and reopen the library and establish our city  as a hub of knowledge to all who wish to learn.
  2. In light of the Okarir’tir’s ascension to the role of Sohaer, the role has been left vacant. 

  1. Returning to the role of Okarir’tir, Theveus Sythaerin  has a storied history, having led successful military campaigns in the past and having established elsillumiran as a notable martial  force on Aevos. 
  2. The role of Okarir’maehr shall be left open until such a time that a successor is found. In the meantime, the duties associated with Elokarir’maehr shall fall to Elsohaer.

Historically, Haelun’or has served as a bastion of knowledge and safety for not only mali’thill but any pureblooded species with a scholar’s mind. In the days of Almaris, the Silver Colleges readily provided lessons to all with a desire to learn while the clinic worked in tandem to both educate and heal in equal measure. With a new age comes new hopes, and these ancient establishments shall serve as no exception.

 

  1. The clinic shall receive a new head, Mayan Avern, who after several centuries of serving as a medic through crises innumerous, shall usher forth a new generation of healers that shall preserve the lives of all lawful creatures who set foot in the Silver City:

 

  1. The Clinic will welcome all  foreign healers of  and apprentices who wish to work or study under Ms. Avern.
  2. Lessons shall be hosted to train civilians in first aid.
  3. Alchemy lessons will be offered when possible to those who work in the clinic for a prolonged period.

 

  1. It was Larihei who was the progenitor of the voidal arts. The Silver State has always welcomed those of a magical inclination with certain exceptions.  It is the wish of elSohaer that we now push forward to serve as the collective voice of reason when it comes to magical affairs. In light of these hopes, new legislation shall be put into place.

 

  1. The Silver State shall serve as a nation of moderate-conservative Voidal views, encouraging the cautious use of all arts pertaining to the void and serving as an example to all magi who use the gifts of the Void.
  2. All Voidal magi residing in the city shall be logged in a registry. They are responsible for updating the city on any changes to their studies.
  3. The Silver State of Haelun’or shall shun reckless use of the voidal arts. The creation of unsanctioned obelisks and communion or unsanctioned merging with voidal horrors, opening or conspiring to open a voidal tear  shall be met with a trial. 
  4. The Silver State shall lead studies into the void and voidal hollows, and how best to limit their effect on the material plane.

Since the great division of the Four Brothers, malikind have been burdened, like the other children of the progenitors,  a wicked curse. Infertility has plagued not only the Silver streets but all of elvendom for millennia. Many means to mitigate the damage done by this fel mark of the betrayer have been devised in this time. In the eyes of Elcihi’thilln, marriages served but one primary purpose; to continue the Silver lineage and to ensure our forests, villages and towns never truly ran barren.

 

  1. As of the year 222 S.A., relationships of a homosexual nature shall be wholly legal. Two mali’thill of the same sex may pursue courtship and even marriage. 
  2. Said couples shall still hold the duty of bolstering elcihi’thilln’s population. However, they shall do so through the raising of mali’thill who have found themselves orphaned. Couples of the same sex may be prioritised for adoptions. They may also be tasked with guiding wayward ‘aheral seeking the path to purity at the behest of the Maheral.

Elvenkind has never truly known unity since the fall of the Malinor.  The Silver State acknowledges all those of pointed ear as distant kin, descendants of the King of the Elves. To those displaced by the fall of their homes, the gates of elcihi’thilln remain open. 

 

  1. Elven Nations/Settlements lacking a home may petition the Sohaer and Council for land upon which to build, so long as they agree to adhere to Silver Law.
  2. Settlements of other primary lineages may likewise petition, though those of a primarily elven demographic and culture shall receive priority.
  3. Taxes shall be requested of all vassals on elven-weekly basis. Costs will vary on the size and location of the land claimed. 
  4. Costs may be lowered depending on the level of contribution of the respective vassal. [Regularly visiting the capital + donations of resources may positively impact your tax rate.]

 

In lieu of the displacement of silver souls…

 

  1. Elves of pure ‘aheral lineage who find themselves displaced during these trying times are welcome to return to elcihi’thilln as long as they adopt Haelun’orian culture.
  2. Those who departed the Silver City in favor of factions who spat upon our culture, such as the mali’fenn, may also rejoin the ranks of the pure, so long as they recant their old ways and agree to undertake the path to purity.

 

 


 

These changes shall be effective immediately. As our city faces the dawn of a new era, so too do our council look to the rebirth of progress and health.

The news came in at sunset- Valindra had won. The Silver State was in the hands of its most capable. It felt assured to him, but still... It stirred the Patriarch of House Elverhilin to a hopeful smile, and he dreamed of a better future. And it seemed it was not just to be a better future for the high elves, but one for all elves. It gave him hope. 

 

"It is the dawn of a new morning for the Silver State, and a toast is in order. Let the reign of the new Sohaer be long, and age as the finest of wines. Let its streets be full, its people's hearts full and happy, with their minds intent on progress for a better tomorrow. For all elves."

The mandate came with it's fair share of surprises for one veteran of Elsillumiran.

 

“Mayan Avern as the new head clinician… a long time since I heard that name. Some good news to take from all this, I suppose… a stinking hunk of - whatever foul scrap Hael is stitched together from was never going to be a proper replacement for a Mali'thill.”

 

His eyes practically popped out of his head as he read down the page.

 

“Still a liberal,” he spat, the very word leaving a sour taste in his mouth. “Surely the Maheral cannot agree to this?” 

 

Suddenly a shocking, truly scandalous thought occurred to him. His voice dropped to a conspiratorial whisper. 

 

Perhaps they are... involved?”

 

 


A wayward Sullas scoffed, Valindra! They must be desperate!” He exclaimed with a false smile, the kind that barely hid years of unresolved grudges. His company murmured reassurances, patting him on the back like one might soothe a particularly irritable cat. Still, it took several deep breaths and a hefty dose of blood pressure medication before he could even pretend to be civil.


But like a cat, he was curious. How had things come to this?
