LORD PRAETOR ☩

The Lord Praetor is the head of warfare within the Imperium. His task is to maintain stability within the imperium by settling disagreements and grudges internally and pursue the Emperor’s will through  external wars.

INTER-VASSAL WARS:

All vassals partaking in inter-vassal warfare should be going to the Lord Praetor for any grievances or petitions on matters of warfare, to then be brought to the attention of the Emperor if it is deemed worth his time.

Just Cause

Conflict within the imperium is not allowed unless the cause is just, and this impartial basis is only for the Emperor to decide. This will take into account the balance of probability and whether a war, in earnest, requires battle. Usually, it is for the Emperor to attempt to stop any wars amongst his vassals, but if no other resolution has been identified besides war, then it may be allowed. Wars may occur for numerous reasons, from honour-bound conflict, ancestral history, family scorn, conflict abayed by soldiers, or conflict due to nobility disrespect. There are endless causes for war.

War Goals

A war goal is the primary aim of the war. Usually, this is something discussed by the Emperor himself, and in the end, it will be for the Emperor to allow. At the same time, it is the role of the Emperor to offer a better goal. At the conclusion of the war, it is for the Emperor to ensure that the winning-side has been met with the terms of agreement, and should the vassal not agree with the specified terms upon their loss, this is considered a direct act of treason against the Emperor himself and will be met by force and punishment by the Imperial Reiksguard. A war goal can be as simple as a written apology from the losing side, the execution of a perpetrator, and extremely rarely does this include ownership of land or titles

Imperial Permission

War requires the Emperor’s seal and signature, and without it, vassals are unable to partake. The direct medium in order to partake in a war must be deemed acceptable by the Emperor himself. If the conflict is between the vassals of other crown vassals, it is for the crown vassal to attempt to mediate. If the crown vassal is unable to mediate the conflict between his own vassals, or with the vassals of another crown vassal, both crown vassals must speak directly to the Emperor who will then allow and send out an excerpt of war-commitments. The word of the Emperor is final on matters of war and this cannot be appealed.

War Alliances

The imperium will never allow or justify external alliances or mercenary support in vassal disputes unless this is specifically requested by both parties. In most cases, vassal wars should only be conducted by the (involved) vassals, which is up to the Emperor to decide.

War Impost

In the Holy Imperium, the role of the Emperor is to be the highest temporal authority, with landmass as wide and far as the whole continent, his duties are bound to numerous issues. The matter of war is a concern of vanity and is never a good ordeal, and so, it is for the warring party to offer (as a gift of courtesy) the Emperor a donation worth the war goal. It is for the vassal to offer and tread carefully, as the value of the Emperor’s time could be taken as an insult. The war impost will be discussed by the Lord Praetor and the Emperor, and set on a case to case basis.

FOREIGN WARS:

Just Cause

Ultimately the task of the Lord Praetor is to enforce the will of the Emperor through the means of conflict. Sometimes such matters extend beyond the bowels of the Empire, which might result in an external war. It is the Emperor and the Emperor alone that has the power to declare a war, and no reason has to be given for him to pursue his goals through such means. If the Emperor seeks guidance on matters of warfare, this can also be constructed by the contemporary aid of those in the Imperium, or by setting up a temporary war-council.

War Council

During times of external warfare, it is the role of the Lord Praetor to mobilise all landed vassals of the imperium, and to set up a war-council on a temporary basis, usually consisting of members elected or raised by the Emperor that fit a certain criterion. The council will always consist of:

Emperor of Mankind - @Tide1

King of Numendil - @Nooblivs

By virtue of the Emperor and kings of the Imperium, the following are also elected to join the war-council at all times:

Crown Prince of the Empire - @Werew0lf

Crown Prince of Numendil - @RomanceRPer

By extension of the crown, and for the purposes of a military tour, the following are also elected to join the war-council as mandatory:

Lord Praetor - @vurmy

Lord Marshal of the Imperial Guard - @irishmanmichael

Lord Commander of the Radiant Guard - @Lazybacon

At the conclusion of the campaign or foreign war, the war-council is disbanded and no longer serves any other purpose. On further basis, not all elected members are required for the war-council, this is included for many reasons:

If the war does not warrant the mobilisation of all states.

If the Emperor does not deem a war council necessary.

If the war is warranted but requires no participation from either side, i.e. if the Emperor warrants a war with the Kingdom of Numendil wanting to be the sole participant without aid, a war council is not necessary, vice-versa with the Imperial States.

The purposes of the war council is for the strategic planning of any and all matters relating to the brevity of foreign warfare, including movement of troops, siege-craftsmanship, war impost costs, and or on matters of foreign aid or alliances.

AVE IMPERIUM!

Gedeon polished his helm and sword. Eyes set upon the chain that rattled before him. "War-Less Knights." He repeated from his conversation with the Lord Roger. "War-Less Men, this age will no longer be plagued by wars of great conflict and we should not wither."
