✠ HEED, LEAL SONS OF HOREN;

 

. . . that His Imperial Majesty has thus decreed, in accordance to the steadfast loyalty of the Qalasheen peoples in service to the Crown and the Order of the Red Dragon, that the peoples of the faith of Imam al-Rashidun shall be afforded certain legal dispensations as detailed in the document herein. 

 

This historic decision comes after much prayer and consideration from the Emperor of Man, and shall serve as general and generic secular prescriptions. The faith of the Qalasheen is now under official recognition from the Imperial Crown; discriminatory actions against the Qalasheen peoples shall be met with force, as they are to be henceforth considered under Imperial protection. The same force will apply to any citizen of the Empire, be they a common-man or a noble. 

 

✷ FIRSTLY, practitioners of Imam al-Rashidun shall be permitted to practice their faith in public spaces without fear of discrimination, without interrupting sacred ceremonies or sacraments being performed by the Mother Church.

 

✷ SECONDLY, practitioners of Imam al-Rashidun shall be permitted to sell cultural artifacts or cultural paraphernalia in public markets.

 

✷ THIRDLY, shrines or places or worship shall only be permitted to be raised on Qalasheen property and territory, but prayers may be performed publicly barring Churches. Prayer is allowed in Imperial Institutions (i.e. the Palace, the Rathaus, etc.) with express approval from the Emperor. A singular Masjid will be allowed within the city, but this must be a property already conformed by the Qalasheen, purchased and taxed appropriately. 

 

✷ FOURTHLY, conversion for those baptized in the True Faith, the Imperial Peerage or the Imperial Family is strictly forbidden. Those sworn to vassal oaths to His Majesty found converting shall incur execution as per the rules on oathbreak and treason. 

 

✷ FIFTHLY, one male member of age of each recognized house of the Imam al-Rashidun faith must serve either the Imperial Guard or civilian Imperial Institutions for these rights to remain in effect.

 

✷ SIXTHLY, those of the Imam al-Rashidun are permitted to marry any citizen of the Empire (barring non-humans), but they are under no obligation to take up the faith. Those of the Imam al-Rashidun cannot marry into sworn peerage without express permission from the Emperor. If permitted, those of sworn peerage are still forbidden from conversion to the faith. 

 

IN ADDITION, the body of the Imam al-Rashidun and the Qalasheen peoples (that is, the group and not specific individuals) must not defect from the Imperial Crownlands or plot treason against the Crown, at risk of these rights being revoked. 

 

However, misdeeds of the individual may reflect upon the entire group, and the Qalasheen peoples are highly recommended to deal with internal matters swiftly, and hope to remain out of the Crown’s intervention.

After discussion in the court, and for heeding our summons, Khaleed ‘the Sunspear’ has been forgiven for his crimes, and may continue to live in the sanctity of our Empire with no fear alongside his family; he is still afforded the same rights as any normal imperial citizen. This is the last mercy afforded to him.
