On the Temporary Annulment of the Capital Sword Law

For the remainder of the conflict, all conscripted shimin shall be allowed to wield a katana in the defense of the country though they are encouraged to also carry blunt weaponry such as a kanabō as well as a tanegashima. This right shall not equate to the rank of samurai.

 

Conscription

All shimin men and women, old and young, of able body living on Raijima (Within the capital Yorumachi or the Clan Holdings) shall be subjected to conscription and will be expected to report to the nearest samurai for enlistment into the Kurai-Kuni Marines for at minimum the duration of the war.

 

Shimin within the River Delta Province shall not be conscripted in the offensive campaigns of the war and will instead be expected to defend the villages of the province basing out of Junmura from brigands.

 

On Regional Defense and Travel Restriction

Unnecessary travel outside of the country is hereby restricted and travel to lands within the borders of the Grand Kingdom of Urguan and the Horde Lands is forbidden for the remainder of the conflict.

 

On the Defense of Kiba Shotō

Boom navigational barriers (harbor chains) are to be established blocking the southern strait through the unincorporated Kiba Shotō province (Fang Archipelago) to restrict travel in and out of the inland sea. Only military vessels of the Kurai-Kuni Shugonate and the Empire of Man shall be permitted travel in and out of the strait.

 

On the Capture of Slavians

For late night banditry, it is ordered that all Slavians captured shall be subjected to mandatory tea ceremonies for cultural enrichment and shall be quizzed on the Little Pink Book.
