1. Philosophy and Foundational Principles

The Yomogi Jujutsu Sōkanbu (蓬呪術総監部), translated to common as the Wormwood Yielding-Art Headquarters, exists to oversee, educate, and regulate the responsible use of Maho within the lands of Kurai-Kuni.

The organization operates under the main belief that magic should not merely be used reactively, but also preventatively. While sorcerers must be prepared to confront threats directly, they are equally responsible for establishing safeguards that reduce harm before it occurs.

All sorcerers affiliated with Yomogi are expected to uphold the balance between discipline, knowledge, and responsibility, recognizing that misuse of Maho may endanger entire communities.

Furthermore:

All members of the Sōkanbu must follow the laws and governing statutes of Yorumachi and Junmura. Failure to comply with the civil law of these settlements may result in disciplinary action, arrest by civil authorities, and expulsion from the organization.

 


2. Usage and Regulation of Maho

Students and faculty members of Yomogi are not required to hold an external magical license, however, they are bound by strict internal regulations governing the use of their abilities.

The use of Maho must adhere to the following principles:

  • Magic must never be used to intentionally bring harm, devastation, or chaos upon a nation, settlement, or civilian population.
     
  • Combative sorcery may only be used offensively when confronting Yokai, hostile supernatural entities, or individuals proven to be directly aligned with them.
     
  • All actions must remain proportional to the threat encountered.
     

Sorcerers who deliberately pursue forbidden paths of magic or who ally themselves with Yokai will be formally declared rogue sorcerers.

Such individuals will be:

  • Classified as traitors to the Sōkanbu and the Shugonate
     
  • Expelled from the institution
     
  • Reported as criminals to the authorities of the estate
     

Rogue practitioners may be actively pursued if deemed a direct threat to the safety of Kurai-Kuni.

 


3. Forbidden Practices

While many techniques within the broader classification of Maho are studied and practiced at Yomogi, certain forms of magic are considered inherently dangerous, corruptive, or destabilizing to the natural order.

The following disciplines are strictly forbidden for any student, researcher, or faculty member registered within the Sōkanbu:

  • Ibleesian Magic
     
  • Necromancy
     
  • Mysticism
     
  • Hemomancy
     

These practices are prohibited due to their historical association with spiritual corruption, manipulation of life forces, and destabilization of the spiritual balance between the living world and the realms beyond.

Additionally, the ritual known as “Tearing” is considered an extreme and forbidden procedure.

The teaching, dissemination, or documentation of this ritual is strictly prohibited. Any individual found attempting to share or perform such knowledge will face immediate disciplinary action and possible expulsion from the organization.

 


4. Ranking and Classification System

The Yomogi Jujutsu Sōkanbu maintains a structured ranking system to organize operational capabilities and scholarly expertise among its members.

Two different classifications determine a sorcerer’s standing:

Rank — determines combat capability and operational authority in dangerous situations.
Class — determines knowledge, analytical skill, and problem-solving ability in magical matters.

Organizational Leadership

  • Special Liaison: Henrik Fiske Amador
     

Sorcerer Ranks

  • S Rank — 1st, 2nd, 3rd Class
     
  • A Rank — 1st, 2nd, 3rd Class
     
  • B Rank — 1st, 2nd, 3rd Class
     
  • C Rank — 1st, 2nd, 3rd Class
     
  • D Rank — 1st, 2nd, 3rd Class
     
  • E Rank — 1st, 2nd, 3rd Class
     
  • U Rank — Unclassified or under evaluation
     

Higher ranks indicate greater authority during combat operations against Yokai or magical threats, while class distinctions reflect intellectual capability in research, magical analysis, and strategy.

 


5. Enchanted Artifacts and Arcane Inventions

The creation of magical artifacts is both permitted and encouraged within the Yomogi Jujutsu Sōkanbu. Innovation in magical technology is essential to strengthening the defenses and capabilities of the organization.

However, to preserve knowledge for future generations, all enchanted artifacts should be formally registered and documented.

Creators are strongly encouraged to:

  • Patent their creations through the organization's merchant or research branches
     
  • Maintain physical records of the artifact’s design and enchantment methods
     
  • Submit copies of such records to the Sōkanbu’s archives
     

These measures ensure that important arcane innovations are preserved even if their creators or original records are lost.

Artifacts that pose significant risk, or that utilize unstable magical systems, may be subject to additional review or regulation by the administration.

 


6.Organizational Structure

The Yomogi Jujutsu Sōkanbu is divided into several operational branches to efficiently manage research, defense, commerce, and intelligence.

Merchant Branch

Directors: Saneral

Responsibilities include:

  • Patent registration for Leytek technologies
     
  • Distribution of alchemical goods and magical devices
     
  • Management of trade caravans across the continent
     
  • Operation of the marketplace located near the Sōkanbu headquarters

 


Sorcerer Branch

Director: Noragami

Responsibilities include:

  • Instruction and lectures on the practice of Maho
     
  • Investigation of magical anomalies or disturbances
     
  • Direct response to Yokai activity and supernatural threats

 


Research & Development Branch

Director: Elijah

Responsibilities include:

  • Magical experimentation and research
     
  • Development of new arcane technologies and equipment
     
  • Support of other branches through technological advancement

Covert Operations Branch

Director: Mac

Responsibilities include:

  • Strategic planning and covert missions
     
  • Intelligence gathering regarding magical threats
     
  • Execution of operations requiring discretion or secrecy
