I suggest one of the first things the council looks at is housing for the now homeless humans. So many living in a Cathederal cannot be healthy in any way. Perhaps finding somewhere to make a small housing district close to Galahar. Organisation is, in my opinion, the most important thing after safety. We cannot afford to Galahar, nor any of the Northern towns...
