As of now, I am attempting to obtain 3 more Baron(s), which have a rank of a minimum of Diamond VIP to decrease our Minas cost. If we obtain a Bedrock VIP, that limits us to 1 more Baron. Well, it wouldn't bring people farther apart because all of these towns already exist. Therefore, it would not change anything at all. In addition to Ariana's statement, we already have land. This would in no way divide the RP because we already exist. So that allegation is a bit void. The towns exist already with their own population that comes from mostly humans (the most populated race). They are also on the road to the human kingdoms so they won't divide up the rp too much. I do feel that if Seventis was in contested territory or even the Wilds that it would be completely detrimental to the rp on the server, but given their position I see no harm. But on an unrelated note, there is so little war in LoTC these days because people are afraid of being viewed as jerks who just go around sieging. This was very common in the middle ages and was almost a rhythmic process. There would be much more conflict if the players could accept it as normal and it didn't make people view them as OOC jerks.
