Deep within the College of Haelun'or, you stop in front of a table momentarily and examine a bone-white page of parchment upon it. As a curious mali'aheral, you find yourself quickly scanning the document, taking in the information presented. It reads as thus:

Tilruir'mali Sullas' Reform on Punishments Regarding Inter-racial Copulation.

As a long-standing citizen and member of both the former Silver Council and the current Tilruirs, it has long bothered me that there is not a standard set of laws regarding the controversial topic of traitorous breeding within our blessed city. Below is a set of new laws that I have devised to better serve this purpose. Your vote upon the subject is important to the city, regardless of whether you agree with them or not.

Furthermore, it goes without saying that such a vote is open only to full citizens of the city. Should you not be a full citizen, your opinion is not required, or appreciated.

1. Non-Mali'Aheral who are found to be muddying our people's exaulted bloodlines will be exiled from our city. Further punishments such as beatings, execution, incineration, being dissolved in acid, etc will depend on the nature of the relationship, the wisdom of the presiding Tilruir, and the insolence of the offender.

2. Pureblood Mali'aheral citizens found to be muddying our people's exaulted bloodlines will make a public apology to the entirety of the city so as to earn the citizens forgiveness. If citizens are not present at the public announcement, the offender must inform them personally. Other punishments may include temporary exile, imprisonment, or fines, depending on the wisdom of the presiding Tilruir and how insolent the offender may be.

3. If any half-breed offspring are created from the relationship, then they shall be removed from our city via adoption, incineration, dissolving in acid, or whatever is deemed necessary by the presiding Tilruir and how repulsive the impure offspring may be.

4. Should an impure yet full-blooded High Elf come to our walls to renounce their former impure ties and beg for re-intergration within our glorious society, then a presiding Tilruir shall judge their worth and, should the impure be deemed worthy, be re-educated by the blessed citizens of Haelun'or on our anscestor's revered ways. Furthermore, they shall perform all the tasks stipulated in the second law.

You look to your right and notice an ink-well with a quill dipped within it. You take the quill and prepare to write your response.

Aerandir Sullas gently unpins the parchment from the wall and reads it as he paces around the room. After a few short moments he makes something of a satisfied grunt, he then returns the parchment as he found it.

Kolyat reads the referendum smiling to himself after a short bit he pins up a response the fine penmanship reads

I would like to add a suggestion to laws niut and vailu. I suggest that in addition to such attempts for recompense, violators, will be unable to attain any station of power be it in the government or the legion also restrictions should be placed upon them for a period of time perhaps a tarem or more. Punishment for further infractions would be met with a greater punishment for these individuals and own business would come with a greater tax. Perhaps I shall visit you soon my friend.

Despite the prepared supplies upon the desk Dio found himself reaching into his robes habitually, removing his own scribing supplies. An onlooker might have thought he was oblivious to the other items, or perhaps it was another reason that kept him from using them. Shortly afterwards a message was beside the original notice, a clean cross-shaped crease showing that it had been folded twice.

Whilst the maehr'sae hiylun'ehya is no more threatened than through the imprudent dealings of those possessing even a trace of the Mali'aheral spirit with those that possess none, to sacrifice that remnant when it might instead be cultivated shall continue to remain a reconciled refusal for my own part. Wisdom bound to the writers form will inevitably be found to be inadequate. What is law amongst a people whose populace is comprised of leaders? To shame the Old Way is not our burden, but their own. Should the Shamed wish to share their burden, then let it be known. Teach whom may be taught; for them that learn naught, spare not a stone.

Ah, the library. A sanctum of peace, wisdom, and occasionally, a doorway to adventure. Ante'vuln's not sure which it will be today, but Larihei help her, she's needs something today.

An elegant scroll catches her attention. Familiar handwriting; she's seen it on the noticeboards often. Lucion Sullas has always been an active politician.

The work of a Mali'aheral is never done. One comes looking for refuge, and finds referendum. It seems politics will be the flavor tonight.

How honorable to protect the bloodlines, is my thought. Long have I felt the sting of impurity, riddling the city with holes. What can be done to those who have already rejected your views as worthless? Centuries of tradition, trampled without regard! And for all my frowning, I know it is for naught. The impures have tossed their lot in with carelessness for opinion! I no longer hold the power to disapprove.

While dipping offenders in acid reaches beyond my indignation in this dismissal, I support this movement, with a few minor alterations.

Perhaps we should have the entire council--or even the entire city--vote on the fates of the offenders. Their character would gain wider scope in this manner.

Seth looks at the paper, after many days of thinking he writes a responce to Lucion Sullas on paper that is bone white with golden colourd egdes and blue ink.

"I do like some of this, yet I can't see this as resone enough to put said persone in acid nor burning them, to the said impure childs, A quick death, the remains could be removed by acid or fire but I won't see this happening with any living child nor mali for such crimes against the purity in our city."
